Position Overview
An electric utility client is seeking a seasoned
Civil Engineer
to lead civil engineering efforts across all project phases—scoping, design, cost estimation, scheduling, and construction support. The role will be based in
Pomona, CA
(Hybrid) and will require
25% travel
across the service territory with occasional overnight stays. Location:
Pomona, CA 91768 (Hybrid) Pay Range:
$98.77/hr – $111.73/hr (W2) Duration:
18 months or longer Schedule:
1st shift, Monday‑Friday, 8:00 AM – 5:00 PM; two days onsite (Wednesday and Thursday) Responsibilities
Lead civil engineering efforts across all project phases—scoping, design, cost estimation, scheduling, and construction support. Work closely with internal teams (project management, construction, environmental, real estate) and external agencies. Conduct job walks and provide engineering construction support across diverse geographical areas for Transmission, Substation and Distribution facilities; 1–2 field days per week as needed. Manage civil engineering consultants—define scopes, review proposals, ensure quality, and maintain schedules. Perform QA for consultant deliverables, peer reviews, manage purchase orders, and approve invoices. Secure necessary permits and approvals from local jurisdiction agencies for civil engineering scope and work with business partners to support state, federal and other agency approvals. Balance multiple project schedules, provide technical leadership for civil engineering scope, monitor budgets and provide proactive communication with key stakeholders. Embed safety into engineering designs and promote a safety‑first culture both in the office and on‑site. Required Qualifications
Bachelor’s degree in Civil Engineering. 8+ years of civil land development experience (mandatory). California PE license in Civil Engineering (mandatory). Excellent communication skills and ability to collaborate across internal teams, consultants, and external agencies. Strong technical leadership experience across all project phases: scoping, design, cost estimating, scheduling, and construction support. Experience providing construction field support and conducting/attending job walks. Proficiency in AutoCAD Civil 3D and Bluebeam. Experience with contractor oversight and quality assurance. Preferred Qualifications
Prior experience with electrical utilities (substation and transmission). Familiarity with road and highway design. Familiarity with storm damage response and mitigation. Experience managing contractors. About Our Client
