Head Start Program Manager, Program Development Services
The Los Angeles County Office of Education is seeking an innovative, systems‑thinking, experienced leader to serve as the Head Start Program Manager for Program Development Services. In this role, you will plan, organize, coordinate, and direct the activities and staff of the Program Development Services team; manage the development and implementation of the overall program design and management systems for program planning and development, grant development, and approach to eligibility, recruitment, selection, enrollment, and attendance to ensure children have access to and participate in federal or state funded early education school‑readiness programs that meet their families’ needs.
Responsibilities • Plan, organize, and supervise Program Development Services operations, ensuring alignment with federal and state regulations and program goals. • Develop and maintain comprehensive program design and management systems, including grant development and funding source integration. • Oversee eligibility, recruitment, selection, enrollment, and attendance processes for Head Start Preschool, Early Head Start, and California State Preschool Programs. • Coordinate with Centers, External Partners, and State/Agency representatives to secure funding and services. • Conduct program evaluation, data analysis, and reporting to inform continuous improvement and regulatory compliance. • Provide technical assistance and training to program staff and partners related to program standards and best practice.

Applicable laws, codes, and regulations governing Head Start Preschool, Early Head Start, and California State Preschool Programs.
Eligibility, recruitment, selection, enrollment, and attendance requirements of state and federal programs.
Processes and procedures for compiling funding applications and blending funding sources.
Concepts and methods in systems development and maintenance.
Principles and practices of human resources management.
Fundamental employment laws, codes, and regulations including EEO, FLSA, FMLA, Cal/OSHA, and applicable provisions of collective bargaining agreements.

Required Education and Experience Education: A bachelor’s degree in business administration, public administration, behavioral or social sciences, or related fields from an accredited institution. Foreign degrees require credential equivalency.
Experience: At least five years managing program planning, enrollment systems, and program design in an educational or social services organization, including a minimum of two years in a supervisory capacity.
Additional Requirements: Experience in an early childhood education setting; a master’s degree in a related field is desirable. A valid California driver’s license and reliable transportation are required.
