Position Summary
The Los Angeles County Office of Education (LACOE) is seeking an innovative, systems‑thinking leader for the Head Start Program Manager, Program Development Services role.
The incumbent will plan, organize, coordinate, and direct the activities and staff of the Program Development Services team; manage the development and implementation of program design and management systems for program planning and development, grant development, and an approach to eligibility, recruitment, selection, enrollment, and attendance to ensure children have access to federal or state‑funded early‑education school‑readiness programs that meet families’ needs.
Remuneration & Benefits
Salary: $10,368 to $12,845 Monthly
Pension: PERS Defined Benefit Plan
Paid Time Off: 24 vacation days, 15 paid holidays, 12 paid sick days
Insurance: Medical, dental, vision, and group life plans
Retirement: PERS combined with Social Security; pre‑tax retirement savings plan options

Applicable laws, codes, and regulations (federal and state program regulations for Head Start, Early Head Start, and California State Preschool Programs)
Eligibility, recruitment, selection, enrollment, and attendance requirements of state and federal programs
Processes for compiling funding applications and blending funding sources to maximize resources
Systems development and maintenance concepts and methods
Human resources management principles and practices
Fundamental employment laws (EEO, FLSA, FMLA, Cal/OSHA) and applicable collective bargaining provisions
Competencies

Required Education and Experience
Education: Bachelor’s degree in business administration, public administration, behavioral or social sciences, or a closely related field from an accredited institution.
Foreign degrees must have recognized equivalency.
Experience: Five years managing program planning, enrollment systems, and program design in an educational or social services organization, including two years in a supervisory capacity.
Additional: Experience in an early‑childhood education setting and a master’s degree are desirable. Must hold a valid California driver’s license and have private transportation or be able to arrange transportation between job sites. Hybrid remote schedules may be available.
