SUMMARY OF DUTIES
The Service Planning Manager is responsible for leading the development of service plan changes to consists, capacity, fleet, service and operational plans to improve ridership, financial results, and operational performance. The role is focused towards delivering higher topline passenger and revenue growth by maximizing efficiency in balancing competing priorities. Additionally, the role will perform data‑driven assessment and analysis for financial and operating performance and will be responsible for results delivered at quality standards suitable for use with internal and external stakeholders based on a consistent, rigorous analytic approach in the context of broader business, market, and policy considerations. ESSENTIAL FUNCTIONS
Work collaboratively with other Amtrak departments and external stakeholders to develop, evaluate, and vet proposals for both routine and major changes to Amtrak service plans. Develop and execute service plan improvements that grow Amtrak ridership and revenue. Secure cross functional alignment to deliver schedule, capacity, and fleet deployment plans to meet revenue, cost, and operational objectives. Build and leverage internal and external relationships to facilitate effective communication, issue identification, and problem‑solving regarding service plan proposals. Evaluate train performance and develop analysis on potential enhancements of service plans. Conduct detailed quantitative analysis of financial and operational data and make associated business recommendations for service plan solutions that optimize financial, operational, customer service, and strategic considerations. Ad hoc Reporting and Analysis – Develops and delivers analysis and reports as needed. Understands and accesses all available data and information sources (including databases, reports, decision support systems and other departments) needed for assigned analytical tasks. Provides analytically driven recommendations. Present updates to, and gather feedback from, Amtrak’s Executive and Senior Leadership teams. Coordinate execution of seasonal service planning process within the Service Planning group. Oversee entry of schedule and capacity plans into Amtrak sales and operational data systems. Create, implement, and train others in data analytic tools and reports to drive operational and revenue enhancements. Present and summarize operational and financial analyses using high‑quality presentation materials. Summarize and communicate official changes to internal and external stakeholders. MINIMUM QUALIFICATIONS
Bachelor’s degree in mathematics, Economics, Transportation, Planning or related field or an equivalent combination of education, training, and relevant work experience in lieu of degree Experience in data analysis, including working with and interpreting large data sets including financial data, identifying relationships between data and practical observations, and in developing new analytical models and techniques. Demonstrated experience simultaneously managing multiple deadline‑sensitive projects and/or programs using appropriate administrative tools and controls. Ability to prepare and deliver effective presentations and lead productive meetings. Apply a thorough understanding of Amtrak operations across all functions, Amtrak data sources and their proper interpretation, and the interdependent relationships between departments. PREFERRED QUALIFICATIONS
7 - 10 years of relevant experience Master’s Degree in Business, Management Information Systems, or a related field. Professional Transportation Planner certifications. Transportation industry experience. Experience using schedule planning software tools. Knowledge of Amtrak data systems, in particular Arrow. WORK ENVIRONMENT
Onsite office environment , Washington, D.C. or Wilmington, DE 10-15% travel to field sites COMMUNICATIONS AND INTERPERSONAL SKILLS
Must have excellent oral and written communication skills.
