This is a non-civil service position with the City of Baltimore, Office of City Council. The salary range is $79,507 - $127,043, with a starting salary range of $79,507 - $103,275.
The Office of the City Council President is hiring a Deputy Director of Budget and Finance to help lead the City Council President's budgetary, fiscal, and legislative agenda. The Deputy Director of Budget and Finance provides fiscal and policy leadership to advance the City Council President's oversight, budget, and finance agenda. This position reports to the Director of Oversight and works in close collaboration with the Director of Budget and Finance. The Deputy Director reviews and conducts complex fiscal studies, analyzes the annual City budget, develops fiscal policy recommendations, and manages legislative and oversight responsibilities related to the City's financial matters. The role also supports the President's responsibilities as Chair of the Board of Estimates and engages with stakeholders across City government, State and Federal agencies, and community partners.
Essential Functions Conduct complex fiscal and financial policy studies on legislation introduced by City Council; analyze and make recommendations on the annual City budget; prepare fiscal notes, reports, and memos on budgetary and fiscal matters for the City Council President; support and help execute the City Council President's budget and finance strategy; manage hearing development related to financial and budgetary matters in standing committees; provide fiscal analysis on the impact of legislation; support the Council President's role as Chair of the Board of Estimates; develop and support the introduction and passage of finance, budget, and related legislation; participate in workgroups convened by City Council or the Administration to study fiscal or budgetary issues; build relationships with internal and external stakeholders; plan and coordinate professional development opportunities for Council members and staff on fiscal topics; and perform related duties as required.
Minimum Qualifications • Bachelor’s degree from an accredited college or university in public policy, accounting, business, economics, finance, government, or a related field. • At least four (4) years of experience in the collection, analysis, and evaluation of fiscal data related to government programs, policies, or procedures. • Equivalent combinations of education and relevant experience may be considered.
Knowledge of public budgetary practices and fiscal analysis; principles and techniques of financial research, statistics, and evaluation; public administration, municipal finance, and government operations; trends and issues in municipal, state, and federal government budgeting.
Skills and abilities include strong analytical and problem‑solving skills; ability to synthesize complex budgetary and financial topics and present findings clearly; effective written and oral communication skills; ability to manage multiple projects and meet tight deadlines; ability to establish and maintain strong working relationships; demonstrated capacity to support and mentor others through professional development.
Additional Information Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed. All persons, including current City employees, selected for this position must complete a 6‑MONTH mandatory probation. This position is required to complete a Financial Disclosure pursuant to Sections 7‑7, 7‑8, and 7‑9 of the City Ethics Law.
