Summary Plans, directs, manages, coordinates, and supervises the activities of multiple divisions in the General Services Department to provide a variety of support functions to other County departments. Performs a wide variety of administrative and technical support functions, including procurement of supplies, services, equipment, and vehicles, and project support. Establishes and directs departmental policy and procedures to efficiently deliver assigned services to County Department.

Primary Duties & Responsibilities

Provides oversight and day‑to‑day management of assigned divisions; establishes, recommends, and implements department policies; assesses program effectiveness and customer service; institutes change as needed; coordinates activities of assigned divisions with other Department divisions, County departments, agencies, private organizations, and contractors.

Provides oversight, coordination, and administration of County procurement activities; assists staff and work groups with procurement methods (direct purchases, RFPs, bids); develops forms, guidelines, and procedures to ensure compliance with state laws and County policies.

Assists with the development and implementation of County goals, objectives, and priorities; works directly with the BCC Administrator on projects; prepares analytical studies, staff reports, presentations, and correspondence for County officials.

Supervises staff directly or through subordinate managers; interview, select, train, and set priorities; evaluate performance of division managers; recommend disciplinary actions as appropriate.

Directs staff in preparing and monitoring operational division budgets and Capital Improvement Plans; determines service levels; develops performance measures; analyzes services for cost efficiency and adequate service levels.

Oversees implementation of the County’s facilities master plan; manages facility planning and development, construction, remodeling, building improvements; prepares bids, negotiates contracts, manages capital and non‑capital asset development, and real estate transactions.

Plans and directs the County‑wide energy management and sustainability program; manages long‑range planning for energy‑efficiency projects; conducts energy audits; ensures compliance with specifications; secures grants and incentive programs.

Supports relationships between County staff and the public by demonstrating courteous and cooperative behavior; maintains confidentiality of sensitive issues; performs other duties as required.

Minimum Qualifications

Bachelor’s degree in Public Administration, Business Administration, Finance, or related field (Master’s degree preferred).

7+ years of progressively responsible program management experience in a diverse service organization.

5+ years of management, supervision, and budget oversight experience.

Required Licenses & Certifications

Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.

Required Knowledge

Principles and practices of performance‑based budgeting, program management, project management, and resource allocation.

Principles of procurement including bidding and contract administration.

Principles of record keeping, retention, and confidential record management.

Principles of effective supervision and performance management.

Principles of customer service, including needs assessment and quality standards evaluation.

Applicable policies, procedures, and regulations covering specific assignment areas.

Federal, state, and local laws and ordinances relevant to assignment.

County organization and administration policies (accounting, budgeting, payroll, personnel).

English usage, spelling, vocabulary, grammar, proofreading, and punctuation.

Business computer skills, standard MS Office, specialized software, and basic internet technologies.
