The Center for Health Statistics and Informatics (CHSI) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. CHSI houses the Office of Vital Records, responsible for registering all California vital events and providing birth, death, and marriage records to the public. In addition, CHSI is involved in many cross-cutting and innovative data projects including the statewide Open Data Portal and Health Information Exchange.

Job Description And Duties This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by managing all functions of the Revenue Unit within the Center for Health Statistics and Informatics (CHSI).
The Staff Services Manager I (SSM I) is responsible for fiscal management and fiscal administrative services revenue functions for CHSI, including revenues accounting, management analysis, program evaluations, cost-effective benefit analysis and legislative analysis. The SSM I supervises a unit comprised of Associate Governmental Program Analysts, Staff Services Analysts, and Program Technician IIs.
The incumbent works under the general direction of the SSM II, Chief of the Fiscal and Employee Services Section.
Desirable Qualifications
Knowledge of the State fiscal processes, including Fi$Cal and year-end drills.
Experience in tracking and monitoring revenues, performing revenue accruals and projections.
Advanced Excel knowledge.
Effective communication, both orally and in writing, to all levels of staff.
Ability to exercise a high degree of flexibility, judgment, and confidentiality.
Dependable, punctual, and excellent attendance.
The ability to exercise good judgement and calm professionalism in all situations.
Supplemental Questionnaire A Supplemental Questionnaire (SQ) is required for this position. The SQ must be limited to two (2) pages in total length, single spaced, and no smaller than twelve (12) point Arial font. Using specific examples, describe your experience managing complex fiscal issues. Include a specific example when you had to make a recommendation to your manager on how to resolve an issue.
Describe an example when you have reviewed compliance reports. Include the action taken if you determined compliance was not met.

Telework Information This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
