Definition Under specified supervision, performs professional level accounting functions for the City of Brighton, including recording and reporting complex financial transactions, reviewing accounting records, and preparing financial statements and reports. Must work successfully in a team‑oriented atmosphere, provide accurate information, excellent customer service, and human relations skills, supporting the City of Brighton Mission and Values.

Senior Accountant Perform high‑level work in the Finance Department with an emphasis on financial reporting and grant management. This position will research complex accounting treatment and provide recommendations for accurate reporting. Responsible for assisting in preparation of the annual audits and the Annual Comprehensive Financial Report (ACFR). Supports the Accounting Manager and maintains fiscal records and financial systems within the City, including but not limited to fund accounting, grant administration, auditing transactions, and special projects as assigned. Will be cross‑trained in other areas of accounting to provide support to the team as needed.

Receives direction from the Accounting Manager. All positions do not have any formal supervisory roles.

Essential Responsibilities and Duties

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with employees, the public, other agencies, and external customers of the City.

Provide guidance, training, and financial expertise to internal departments and others as needed in a collaborative manner on all financial matters and initiatives.

Participate in overall City planning from a financial viewpoint.

Implement governmental accounting principles and practices.

Develop and implement accounting process modifications maintaining appropriate internal controls.

Analyze situations quickly and objectively and determine proper courses of action to be taken.

Maintain confidential information and handle sensitive or political situations with tact and diplomacy.

Maintain documented procedures that are reviewed and updated regularly to support succession planning and staff development.

Collaborate with external auditors during the annual financial audit.

Provide support to other areas in the department as needed.

Additional Responsibilities

Assists with period‑end closing procedures and prepares complex financial transactions, reports, and analyses.

Researches and interprets complex accounting scenarios and provides recommendations for accurate reporting and treatment based on the facts.

Prepares, reviews, or approves journal entries and other financial transactions.

Tracks and administers various financial agreements.

Maintains the capital asset register and related tasks.

Provides subject‑matter expertise regarding fiscal administration and compliance of grants from pre‑award to post‑award.

Performs all financial tasks associated with grants, including grant reconciliation, reporting, reimbursement requests, grant analysis, and audits.

Supports grant program managers from proposal to grant closeout.

Ensures financial compliance with Federal and/or State regulations, including grant awards and applicable regulations.

Provides guidance to departmental staff regarding process effectiveness and performs internal audits as requested.

Qualifications Knowledge of:

Generally Accepted Accounting Principles and Governmental Accounting and Financial Reporting Standards as they apply to local governments.

Authoritative guidance applicable to our organization, including standards issued by the Governmental Accounting Standards Board and best practices issued by the Governmental Finance Officers Association.

Computer applications, including Microsoft Office, and technology to assist with the completion of daily assignments.

Financial analysis and problem‑solving skills.

Accounts payable and receivable principles and practices.

The fundamentals of internal controls in an accounting/finance environment.

Ability to:

Communicate effectively orally and in writing.

Work under stress from duties requiring constant attention to detail and tight deadlines.

Additional Requirements for Senior Accountant In addition to the requirements listed under Accountant I/II:

Knowledge of Federal and State grant processes and compliance requirements including 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

Ability to research and interpret accounting standards, industry regulations, and guidance to effectively implement any necessary changes.

Education and Experience Required:

Bachelor's degree in accounting or a closely related field.

Four (4) years of professional accounting experience.

Preferred:

Government accounting experience.

At least one year of supervisory experience.

Preferred Certifications:

Certified Public Accountant (CPA)

Certified Public Finance Officer (CPFO)

Certified Government Finance Manager (CGFM)

Physical Requirement Ability to perform sedentary physical work, lift and carry up to 10 pounds and occasionally 20 pounds; walk, sit, reach, grasp and perform similar body movements; possess hand/eye coordination sufficient to operate office equipment, keyboards, calculator and telephone; ability to talk and hear in person and by telephone; ability to see and read instructions, financial statements and documents, and characters on a computer monitor.

Special Requirements

Possession of a valid Colorado Driver's License with a safe driving record.

Bilingual English/Spanish preferred.

Ability to complete FEMA IC 100 and IS 700 training within six (6) months of hire.
