Contract/Program Manager – DHA OSBP Support Services
Position Title: Contract/Program Manager
Entity: T1 Services, LLC
Reports To: Director of Government Services, T1 Services
Location: Falls Church, VA (with potential telework flexibility)
Availability: Monday–Friday, 8:00 a.m. to 4:30 p.m. EST (excluding Federal holidays)
Salary Range: $125,000 - $150,000 / DOE
T1 Services is seeking a dynamic Contract/Program Manager to lead a federal program supporting small business initiatives as the Defense Health Agency. This role offers the opportunity to manage a multidisciplinary team and contribute to mission‑critical services with potential telework flexibility.
Position Overview T1 Services is seeking a qualified Contract/Program Manager to lead the execution of the Defense Health Agency (DHA) Office of Small Business Programs (OSBP) Support Services Contract. This individual will serve as the primary point of contact for all contract‑related matters and will be responsible for ensuring the successful delivery of program support services in accordance with the Performance Work Statement (PWS). This position is contingent upon contract award. Employment and onboarding are subject to the successful execution of the contract and receipt of government authorization to proceed.
Key Responsibilities
Oversee daily operations and performance of all contract tasks and deliverables.
Serve as the primary liaison with the Contracting Officer (CO), Contracting Officer's Representative (COR) and DHA stakeholders.
Manage a multidisciplinary team providing program management, technical support, outreach and administrative services.
Ensure compliance with FAR/DFARS, DHA policies and applicable federal regulations.
Monitor staffing levels, performance metrics and quality assurance activities.
Lead transition‑in and transition‑out planning and execution.
Submit required reports, including Monthly Progress Reports, Staffing Plan updates and meeting summaries.
Coordinate onboarding, training and security clearance processes for contract personnel.
Qualifications
Bachelor's degree in business administration, management or related field (required).
Must be eligible for background investigation per DHA Personnel Security requirements.
Minimum of five (5) years of experience managing federal contracts with multiple functional areas and direct reports.
Demonstrated experience in small business program support, strategic communication and federal acquisition.
Strong leadership, organizational and communication skills.
Proficiency in Microsoft Office Suite and federal systems (i.e., SAM.gov, GovDelivery, ProTracts).
Ability to work independently and collaboratively in a fast‑paced environment.
Must pass drug screen and remain in compliance with drug‑free workplace policies.
Must be either a citizen of the U.S. or a non-U.S. citizen who has been lawfully admitted for permanent residence as evidenced by a Permanent Resident Card (USCIS I-551).
Key Personnel Commitment The Contract/Program Manager and designated Alternate shall not be replaced for a period of one (1) year after award, except in cases of serious illness, death or dismemberment.
