Introduction The State of Connecticut, Department of Administrative Services is seeking a Fiscal/Administrative Officer who will work within the Business Services Accounts Payables Unit in Hartford, CT. Position Details Full‑time, 40 hours/week, Monday‑Friday, 8:00 AM – 4:30 PM. Hybrid work opportunity. Located at 450 Columbus Blvd, Hartford.

Position Responsibilities

Make payments daily.

Coordinate change orders with purchasing.

Communicate with vendors on invoice issues.

Cross‑train with team members.

Communicate with internal and customer agencies.

May include future supervisory responsibilities for up to two Fiscal Administrative Assistants.

Selection Plan To be considered you must be a current State of CT employee of the above agency for at least six (6) months of full‑time service and meet the Minimum Qualifications listed on the job opening. Minimum Qualifications – General Experience

Six (6) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grant administration, payroll, purchasing) with at least one accounting or budgeting function.

Minimum Qualifications – Special Experience

Two (2) years of the General Experience at or above the paraprofessional level, requiring independent judgment in accounting, budgeting, purchasing or related fiscal administration.

Connecticut Careers Trainee experience (target Fiscal/Administrative Officer) is at the professional training level and above the paraprofessional level.

Minimum Qualifications – Substitutions Allowed

College training may be substituted for the General Experience: 15 semester hours equal to one‑half year, up to a maximum of four years for a bachelor’s degree.

A master’s degree may be substituted for one year of the Special Experience.

State employees may substitute two years as a Fiscal/Administrative Assistant or as a Purchasing Assistant.

Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for both General and Special Experience.

Preferred Qualifications

Experience with financial software such as PeopleSoft Financial Modules for Accounts Payables.

Experience communicating with vendors, staff, management and third parties via email, phone, and in person.

Experience prioritizing and managing multiple deadlines.

Experience following and executing general accounting procedures.

Experience managing and responding to communications in multiple shared mailboxes.
