Overview The Connecticut State Department of Education (CSDE) is accepting applications for the Fiscal/Administrative Manager 1 position to join the Special Education Rate Setting Unit within the Bureau of Fiscal Services. The Unit develops and implements special education rate structures for schools, districts, and approved providers.
Position Highlights
Full time – 40 hours per week – Monday through Friday – First shift
Hybrid position – eligible to apply for telework after successful completion of the working test period and thereafter in accordance with the Telework Policy
Location: 450 Columbus Blvd, Hartford, CT
Role and Responsibilities The Fiscal/Administrative Manager 1 ensures compliance with federal and state regulations, supports financial sustainability, and guides a team of Rate Setters in analyzing cost reports, setting appropriate reimbursement rates, and coordinating with stakeholders.
Oversee and review the work of rate setters – schedule, assign, and supervise
Provide staff training and assistance; conduct performance evaluations
Determine priorities and plan unit work; establish and maintain unit procedures
Develop or recommend policies and standards; interpret and administer pertinent laws
Act as liaison with other operating units, agencies and outside officials regarding unit policies and procedures
Coordinate fiscal functions including budget preparation and management, accounting and financial reporting and analysis; utilize EDP systems for financial records, reports and analyses
Prepare programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation
Supervise and coordinate a variety of administrative functions such as grant administration, payroll, purchasing and contract administration
Assist in planning and implementation of financial aspects of EDP systems; assist in planning and implementation of financial aspects of EDP systems
About CSDE The CSDE is the administrative arm of the Connecticut State Board of Education. Through leadership, curriculum, research, planning, evaluation, assessment, data analyses and other assistance the Department helps to ensure equal opportunity and excellence in education for all Connecticut students. The Department is responsible for distributing funds to all Connecticut public school districts.
Qualifications
Minimum Qualifications – General Experience: Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.
Minimum Qualifications – Special Experience: One (1) year of the General Experience must have been supervising professional level staff.
Minimum Qualifications – Substitutions Allowed: College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master’s degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.
Preferred Qualifications – Experience with governmental accounting, including agency budgets with multiple funding sources; experience in establishment, calculation and analysis of programmatic rates; experience with reviewing and analyzing federal and state regulatory requirements; experience facilitating process improvements and documenting procedures; experience supervising assigned fiscal services staff; experience analyzing and manipulating data using Microsoft Excel.
