Definition Under the direction of the Finance Manager, the supervisor oversees reporting, budgeting, grants, and internal controls of the Department’s Finance Office. Responsibilities include financial reporting, budget development, fiscal monitoring, cash and investment management, capital asset inventory, policy development, and compliance. The incumbent manages month‑end close and prepares financial reports, supports the county’s annual audit, and provides supervision to staff.

Job Duties

Participate in emergency preparedness and response activities.

Perform supervisory responsibilities in accordance with department policies, interview candidates, and conduct performance reviews.

Assign and monitor staff work, provide instruction and training.

Review financial transactions for completeness and accuracy; approve journal entries and payment batches.

Manage month‑end and year‑end close processes, including reconciliations and grant accountability worksheets.

Lead the implementation of the county’s annual year‑end close out process for state audit and federal reporting.

Develop, prepare, and review the department’s internal and external budgets and financial reports.

Oversee grant accounting functions and ensure compliance with funding agency requirements.

Monitor expenditures and revenues for compliance; oversee grants reporting and fiscal monitoring.

Maintain internal controls, segregation of duties, and best practices across the Finance team.

Document procedures and streamline services to improve efficiency.

Promote a positive, productive working environment.

Associated Duties

Perform other duties as assigned.

May serve as backup Finance Manager.

Represent management during labor negotiations.

Minimum Qualifications Qualifications

Bachelor’s degree in business, accounting, finance, or a related field.

Four (4) years of progressively responsible professional experience, including a minimum of one (1) year of supervisory/management experience.

Licenses, Certifications, And Other Information

Certified Public Finance Officer (CPFO), Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Management Accountant (CMA) elective.

In lieu of certification, ability to acquire certification within 18 months of hire.

Experience with Cayenta and/or Envision Connect financial software, preferred.

Experience with financial software implementation projects, preferred.

Valid Washington State driver’s license or ability to obtain within 30 days of hire, and a driving record acceptable to the county’s insurance carrier.

Successful completion of a background check pursuant to RCW 43.43.830.
