Job Summary This classification involves civil engineering work on assigned projects and programs for the City. The employee designs and arranges permits for various engineering projects, reviews drawings, issues specifications, performs calculations, maintains and installs electrical equipment throughout the City, and evaluates results and initiates reports.

Essential Job Functions

Receives, reviews, communicates, prepares, submits, or transmits records, drawings, design documentation, and reports, including engineering plans and specifications, technical reports, calculations, permits and applications, and miscellaneous correspondence.

Assists department staff for the administration and reporting for the City’s National Pollutant Discharge Elimination System (NPDES), Permit Program, National Flood Insurance Program, and Community Rating System (NFIP‑CRS) Program.

Interacts and communicates with various groups and individuals such as City department directors and employees, county and state regulatory officials, and the general public.

Represents the Engineering Division at various meetings and advisory boards.

Performs advanced tasks beyond entry‑level, including independent evaluations, computations, plans and specifications, drafting, and coordination.

Performs related work as required.

Requirements Education

Bachelor’s degree from an accredited school in civil/mechanical/environmental engineering or a closely related field.

Master’s degree preferred.

Experience

Considerable experience in engineering of land development activities, including water, wastewater, and storm water, and experience with AutoCAD and/or ArcGIS.

Necessary Special Qualifications

Must possess a valid driver’s license with an acceptable driving record.

Must obtain a valid Florida driver’s license prior to hire.

Registration as a Professional Engineer in the state of Florida required.

Physical Requirements

Moderate work which may involve lifting, carrying, pushing, and/or pulling objects and materials up to 20 pounds.

Work Environment

Work primarily in a standard office environment; hours may vary and may include evenings, weekends, and holidays.

Duties may require visiting multiple locations throughout the City.

Sensory

Ability to perceive and differentiate visual cues or signals; communication orally and in writing.

Requires adaptation to frequent changes in workload and adjustment of priorities quickly.

Knowledge, Skills, and Abilities

Knowledge of civil engineering principles, especially water, wastewater, storm water utilities, permitting, roadway, sidewalk improvements, traffic control, and ADA compliance.

Knowledge of AutoCAD/ArcGIS and general office software.

Skill in using Office, department software, and AutoCAD/ArcGIS.

Ability to perform detailed work involving calculations, interpret plans, and communicate clearly.

Ability to establish and maintain effective working relationships with employees, consultants, contractors, vendors, other agencies, and the public.
