Position Function The Code Compliance Officer is a civilian position operating under the direction of the Code Compliance Supervisor. The officer performs duties necessary to support the Code Compliance Division in enforcing the City’s Code of Ordinances. Responsibilities include field and administrative work such as visual inspections of abandoned vehicles, buildings, sheds, and property for safety and structural integrity in compliance with housing, land use, zoning, environmental, and health hazards. The officer issues citations for non‑compliance with the City’s Code of Ordinances.
The most important and essential job function of the position is attitude: interacting positively and cooperating with co‑workers, responding politely to customers, working as part of a team, functioning under moderate pressure, and responding in a positive manner to supervision.
Essential Duties
Responsible for the daily operational and enforcement tasks of assigned code compliance operations necessary to achieve exemplary services for the protection of life and property, prevention/resolution of crime, and maintenance and restoration of order through efficient implementation of all code enforcement‑related services.
Maintain up‑to‑date required/mandated training. Attend training activities to ensure ongoing compliance and provide documentation to the Department.
Conduct research related to property ownership, permits, codes, and laws; prepare nuisance abatement notices and initiate general notices and correspondence related to code enforcement. Maintain records of violations and write reports.
Perform enforcement duties/tasks related to code compliance, including identifying existing code violations; performing field inspections and re‑inspections; enforcing policies and recommending corrective actions. Present facts and recommendations to various boards; testify in court, special magistrate hearings, and before boards.
Provide exceptional customer service: receive/provide information from/to City staff, other agencies, property owners, builders, and the general public. Coordinate code enforcement actions with other city departments and governmental agencies. Maintain confidential information.
Perform additional duties as assigned.
Environment The role includes administrative duties within an office setting, non‑emergency response services, and extensive public contacts. The work may involve moderate stress and exposure to dust, mold, noise, inclement weather, extreme temperatures, smoke, fire, toxic or caustic chemicals, mechanical parts, high elevations, vibration, bloodborne pathogens, viruses, disease, or other hazards. Physical endurance and agility are required. The position may be called 24 hours a day, 7 days a week, and may require an on‑call schedule and response to critical incidents and natural disasters.
Knowledge, Skills, and Abilities
High school diploma or GED required; advanced coursework preferred. Florida Association of Code Enforcement certifications (I, II, III) within specified time frames. International Property Maintenance Code certification preferred. Complete CPR/AED, Bloodborne Pathogens, and FEMA Incident Command System courses within six months of employment.
Minimum of two years of code enforcement experience, or equivalent training and experience.
Strong oral and written communication skills, ability to communicate tactfully and professionally, follow directions, and make sound decisions.
Ability to understand and apply Florida State Statutes, City ordinances, policies, and code compliance regulations. Maintain accurate records and filing systems.
Work independently under short time constraints, prioritize, multitask, and maintain confidentiality.
Apply NIMS/ICS principles and tactics related to code compliance. Communicate effectively with public and officials.
Maintain cultural awareness and community referral knowledge.
Perform basic mathematical calculations and use Microsoft Office, Power DMS, and other software.
Conduct daily and monthly inspections maintaining equipment cleanliness and operational readiness.
Other Requirements
Valid Florida Class E driver’s license.
Pass all post‑offer pre‑employment testing, background, and credit checks.
Special Requirements This position may require reporting for work when a declaration of emergency has been declared in Polk County.
