Salary:

$10,428 to $16,688 per month (EM-07, Minimum to Maximum)

Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

The Departmental Human Resources Officer (DHRO) IV represents the most senior level in the DHRO series and has staff responsibility for the Department’s personnel program, including the development and administration of policies and procedures to meet the human resource needs of the Department. This position serves as the principal advisor to the Director and his/her deputy directors on all personnel management matters.

Qualifications Legal Authorization to Work:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic Education/Experience:

A bachelor's degree from an accredited four-year college or university.

Specialized Experience:

Three and one-half years of progressively responsible experience in one or any combination of human resources management functions (recruitment, placement, examination, position classification, pay or wage administration, employee management relations services, employee development, personnel program development, personnel research, and labor relations). At least one year of the Specialized Experience must have been comparable in scope and responsibility to that of the class Human Resources Specialist IV.

Staff Specialist or Supervisory Experience:

Two years of either staff specialist and/or supervisory experience as described below:

Staff Specialist Experience (A):

Human resources specialist and/or labor relations experience performing work that encompasses difficult and complex situations with responsibility for furnishing advisory services to management in program development and evaluation.

or extensive and intensive work on the most complex assignments, developing new procedures, reviewing working situations, developing legislative proposals, and conducting research to improve the personnel administration system.

Supervisory Experience (B):

Experience in the field of human resources management or labor relations that included: (i) planning and directing the work of others; (ii) assigning and reviewing their work; (iii) advising them on difficult problem areas; (iv) timing and scheduling their work; and (v) training and developing them.

Administrative Experience:

One year of experience in the field of human resources management and/or labor relations involving active participation in and management of policies, activities, and programs.
