The Controller reports to management and leads the accounting division of the Finance Department. Responsibilities include overseeing customer payment processing, payroll, accounts payable, accounts receivable, projects/assets, bank reconciliations, and general accounting. The role ensures financial controls and security for District funds and leads process improvement projects involving complex financial systems. Distinguishing Characteristics
This is a management-level role responsible for planning, organizing, reviewing, and evaluating the work of accounting staff. The incumbent develops and processes financial records, reports, and statements in accordance with GAAP and serves as a professional resource for organizational and operational analyses. The position requires independence, initiative, and sound judgment within established guidelines. Essential Duties and Responsibilities
Plan, organize, supervise, train, and evaluate direct reports; set performance goals and provide ongoing coaching and development. Lead a high-performance, customer-service oriented work environment aligned with IRWD's core values. Develop and implement goals, policies, and procedures for assigned services and programs in support of strategic objectives. Supervise daily accounting operations: accounts payable, accounts receivable, financial reporting, payroll, projects, assets, and recordkeeping. Prepare the Annual Comprehensive Financial Report (ACFR) including financial statements, notes, and supplementary information. Coordinate external audits and ensure compliance with regulatory standards. Develop and implement financial controls, internal audit processes, and continuous improvement initiatives. Provide financial guidance to District departments and ensure adherence to policies and procedures. Stay updated on industry trends and regulatory changes to enhance financial practices. Prepare the annual operating budget and manage rate generation and recommendations to committees and the Board. Manage the update process for rates and charges throughout the fiscal year; direct preparation of Proposition 218 notices mailing lists and related activities. Oversee payroll processing, tax deposits, tax tables, and periodic tax returns. Direct preparation of the enterprise model for setting connection fees and property tax rates to fund non-replacement capital. Comply with safety work-related practices and attend relevant safety training; perform other related duties as assigned. Disaster Service Worker: IRWD employees may be asked to respond as disaster service workers in accordance with Government Code Section 3100. Minimum Qualifications
Education and Experience
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying. A typical path includes: Bachelor's degree or equivalent in finance, accounting, economics, business, or public administration from an accredited institution. Minimum of five (5) years of progressively responsible accounting experience, preferably within a governmental agency or utility, including three (3) years in a supervisory role. License/Certifications
Certified Public Accountant (CPA) license is desirable. Knowledge Of
Principles and practices of employee supervision, training, and performance evaluation. Governmental accounting, public finance administration, and budgetary processes. Applicable federal, state, and local financial regulations and standards (GAAP, GASB, GFOA, OMB A-133, etc.). Internal controls, auditing standards, and financial reporting best practices. Budget preparation and administration; record-keeping principles and procedures; customer service and effective communication. Ability To
Supervise and develop staff while ensuring high-quality financial operations. Develop and implement goals, objectives, policies, and procedures. Analyze complex financial data and provide strategic recommendations. Prepare clear and concise financial reports and statements. Represent the District professionally and collaborate with stakeholders. Use modern financial software applications and tools. Additional Information
Physical Demands and Environment: Regular sedentary work with occasional standing, travel, and light physical activity typical of an office setting. Work environment is generally office-based with standard safety guidelines. IRWD does not participate in Social Security except for Medicare.
