The Work You Will Do District Six – Transportation Support – Procurement Services – Contract Analyst III
This position will perform and conduct contract actions, including auditing consultant submittals, preparing contractual documents, processing various types of amendments, funding authorization letters, etc. for various types of professional services contracts such as planning, design, construction engineering and inspection, etc., in accordance with Section 287.055, F.S.

Your Specific Responsibilities
Reviews the Negotiations Preparation Checklist prior to initiating negotiations.
Reviews, evaluates and analyzes consultant audit package submittals.
Schedules, plans and conducts contract fee negotiation meetings.
Audits fee proposals and performs cost analysis for reasonableness and compliance.
Prepares and plans negotiations strategy in conjunction with Project Manager.
Conducts contract negotiation meetings and ensures costs are fair, competitive and reasonable in accordance with Federal law (23 CFR 172) and State law (section 287.055, F.S.).
Performs comparative analysis of partially burdened rates in relation to the Consultant Wage Rate Averages Report by Job Classification for Job Class Wage Rates Updated from AFP spreadsheets.
Makes recommendations on Operating Margin based on quartile values and negotiates published fee schedule rates.
Reviews audit information to determine whether a firm is allowed to utilize a published fee schedule and whether a firm may incur premium overtime.
Ensures necessary federal, state, and Department certifications are received; determines staff classifications based on licensure, certification, and education; reclassifies staff as needed.
Prepares consultant agreements, contract amendments, and task orders in accordance with procedures and guidelines; ensures appropriate terms and compensation methods are used and funds are available.
Obtains authorization to proceed with non-professional services firms and performs cost analyses for amendments adding subconsultants; validates rates are fair, reasonable, and competitive.
Prepares project schedules and reviews procurement activities; provides guidance on procurement processes and policies; prepares and posts advertisements; coordinates with Project Manager on scope of services; Notifies Technical Review Committee (TRC) of schedule changes.
Reviews Letters of Response and Technical Proposals for responsiveness and minimum technical qualifications; ensures compliance with Federal Brooks Act for professional services.
Prepares and issues RFPs to shortlisted consultants; ensures adherence to procedural requirements; prepares longlist, shortlist, and final selection packages; compiles and averages technical scores for the Selection Committee.
Notices shortlist/final ranking and meets with consultants as needed to address award questions.
Enters data into the Consultant Invoice Transmittal System (CITS) and maintains information in the Florida Accountability Contract Tracking System (FDOT FACTS); provides invoicing assistance.
Schedules conference facilities and represents Procurement Services at procurement-related meetings; conducts public meetings as required and documents meeting minutes.
Compiles procurement-related data.

Minimum Qualifications
Five years of experience in non-professional or professional business settings.
Florida Certified Contract Manager (FCCM) and Engineering Intern (E.I.) license can substitute for 2 years of experience.
Post-secondary education can substitute on a year-for-year basis for the required experience.
