Under the general direction of the Appraisal Unit Supervisor, this position provides guidance to appraisal staff and consultants, ensuring timely, accurate, and comprehensive reviews to ensure compliance with USPAP, federal, state statutes, regulations, policies, and procedures. The role involves reviewing appraisal analysis to support and document appraisals effectively. The position participates in process improvements, manages confidential R/W information for acquisition values, expedites critical projects, and ensures appraisal functions are finalized without issues. It maintains a confidential relationship with R/W Administration and Management, advising on outstanding issues. Remote work may be available within Arizona, based on departmental needs and performance, with the first six months requiring in-office presence. Job Duties : Guide and mentor appraisal staff and consultants; oversee project estimates and in-house appraisals, ensuring best practices. Collaborate with R/W Administration and Management, advising on concerns. Review appraisal packages for compliance with USPAP, statutes, regulations, and policies, applying thorough research and review methodologies. Resolve complex appraisal issues with project team members, consultants, property owners, attorneys, and appraisers, ensuring expedient completion within standards. Conduct special projects, studies, and support litigation as needed. Participate in professional development and meetings. May operate a state vehicle and travel as required. Perform other related duties as assigned. Knowledge : Knowledge of USPAP, appraisal standards, federal and state eminent domain laws, R/W plans, ADOT policies, project management, legal terminology, land use laws, and relevant software applications. Skills : Developing and reviewing appraisals, interpreting complex valuations, applying statutes, building teams, analyzing data, managing projects, and effective communication. Ability : Apply knowledge to meet goals, speak on appraisal issues, and serve as an expert witness. Preferences : Arizona Certified General Real Estate Appraisal License and 5 years of relevant experience in eminent domain appraisals or equivalent. Pre-Employment Requirements : Valid driver’s license, successful background checks, and completion of E-Verify.
