Job Description: Our Federal Engineered Systems Global Business Unit is a world-class leader in delivering Engineering and Technology enhancing solutions to Federal DoD and Civilian clients. Parsons is looking for an amazingly talented Contracts and Acquisitions manager to join our team!
Preference is for candidates located in the National Capital Region (NCR). Parsons will consider remote/hybrid employees with the expectation of 75% travel to the NCR.
Specific Responsibilities
Lead development and execution of acquisition strategies in assigned workstream to support program objectives.
Manage planning and sourcing phases of the acquisition process, to include market analysis, strategy development, RFP and contract development, bid evaluation, recommendation, and negotiation
Represents, Parsons in connection with dealings with clients and suppliers on all matters in assigned workstream, developing client/supplier relationships
Develops and implements contracting/subcontracting strategies to optimize cost savings, improve efficiency, and ensure supply chain resilience.
Collaborates with Contracts and Subcontract Managers to ensure acquisitions are executed in alignment with prime and subcontract requirements
Collaborates with the Workstream Leads, Program Leadership, and other functional support resources to get the job done and ensure we meet our commitments.
Ensures adherence to all relevant regulations, policies, and procedures related to procurement and contracting
Reviews requests for proposals to identify risks and contractual terms not conforming to Company policy.
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
Ability to develop and execute detailed acquisition strategies, including rapid procurements, unique and innovative contracting approaches, bid evaluation and negotiations
Knowledge of acquisition and procurement within the federal government agencies.
Knowledge of government contracting at the prime and/or subcontract level, including knowledge of federal acquisition procurement laws (FAR/AMS)
Global Supply Chain and Subcontract Management
Expertise in integrating global supplier networks while maintaining compliance with federal requirements (e.g., Buy American, TAA, ITAR), mitigating international sourcing risks, and ensuring supply continuity during organizational change.
Regulatory and Trade Compliance
Deep knowledge of federal acquisition regulations and international trade laws, with the ability to manage export controls, cybersecurity mandates, and supplier due diligence across domestic and foreign entities.
Risk Management and Contract Optimization
Skilled in identifying and mitigating contract and supply chain risks, renegotiating terms to align with the integrated entity, and ensuring compliance with pricing, CAS, and regulatory standards.
Proven experience in aligning and advising Contracts, Legal, Supply Chain, and Program teams, and engaging with government stakeholders (e.g., COs, DCMA, DCAA) to support strategic goals throughout integration
Cross-Functional Leadership and Executive Engagement
Bachelor's degree in Business, Contract Management, Law or Related field (or equivalent experience)
15+ years of experience in procurement, strategic sourcing, or supply chain management supporting multiple contract types
