The City of Oceanside is accepting applications for the position of Plans Examiner I/II/III. The positions are posted individually; you will need to submit a separate application if you are interested in more than one position. There is currently one vacancy that will be filled at a I, II or III level depending on qualifications and department need. Role Description
The Plans Examiner III is the lead position level in the Plans Examiner series. Handles the more complex projects and plan review. Independently reviews and examines plans for all types and sizes of building projects; routinely acts as a code and ordinance consultant; may perform building inspections in areas of expertise; has substantial expertise in two or more of the following areas: plumbing, building, grading, electrical, mechanical, building inspection, structural engineering, or state building regulations; assists in training, coordinating and directing the work of subordinate clerical, technical and professional staff. Responsibilities
Examines plans and specifications to ensure compliance with applicable codes and ordinances including: structural drawings and calculations, electrical, mechanical and plumbing plans, septic and sewage disposal systems, state energy conservation and handicapped accessibility standards, special construction requirements. Interprets code and design requirements with building inspectors, planners, owners, contractors, engineers, architects, environmental health officers, and resolves any compliance problems which may arise; receives building permit applications and calculates permit fees; prepares and maintains records and reports; attends training meetings and seminars to maintain current knowledge of building codes and ordinances; prepares a variety of records and reports. Explain disapprovals or modification recommendations to applicants for permits. Coordinate with other departments on project requirements. Prepare reports and make recommendations on solutions. Develop informational handouts/checklists related to plan check requirements for public distribution. Build and maintain positive working relationships with co-workers, other City employees, and the public, using principles of good customer service; assist in training and coordinating the work of others; and performs related duties as assigned. Experience/Training/License
Experience:
Four years of progressively responsible experience reviewing and checking building plans for code compliance. Training:
A Bachelor\'s degree from an accredited college or university with major course work in engineering, architecture, public administration or a related field. License/Certificate: Possession of, or ability to obtain and maintain, a valid California driver’s license. Possession of the following five certifications issued by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO): Building Plans Examiner, Plumbing Plans Examiner, Mechanical Plans Examiner, Electrical Plans Examiner and Accessibility Plans Examiner. Environmental/Physical Conditions
Environmental Conditions:
Office and/or field environment; travel from site to site to conduct building inspections, extensive public contact. Physical Conditions:
Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time; visual acuity to read and interpret building plans and specifications and to perform inspections, operating a variety of office and field equipment; ability to lift and carry up to twenty-five (25) pounds. Selection Process
All properly completed applications and supplemental questionnaires will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application material will result in disqualification from the selection process. The process may include any combination of a written exam, oral exam, application appraisal based on training and experience, and/or skills assessment to further evaluate job related experience and skills. Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.
