The City of Oceanside is accepting applications for the position of Plans Examiner I/II/III. The positions are posted individually; you will need to submit a separate application if you are interested in more than one position. There is currently one vacancy that will be filled at a I, II, or III level depending on qualifications and department need.

Responsibilities The Plans Examiner II performs duties related to reviewing and approving building construction plans and ensuring compliance with pertinent codes and ordinances; aids the public with respect to permit processing, code application, and code interpretation; responds to inquiries from the public; and assists at the public counter in issuing permits; performs related work as assigned.

Examine construction documents for proposed structures for completeness and conformity with all codes and ordinances including structural, mechanical, electrical and energy calculations, safety and health features, use of material, placements in the property, and setbacks.

Correct detected defects or inadequacies by requiring that corrections be made to meet the requirements of pertinent City codes.

Assist building permit applicants in completing applications; assist other departments and the public with researching and finding requested construction documents; research and answer questions at the front counter and via phone and email.

Determine plan examination, permit and other fees and valuation on plans submitted. Explain disapprovals or modification recommendations to applicants for permits.

Confer with architects, engineers, contractors, owners and the general public on proposed projects to resolve problems.

Coordinate with other departments on project requirements. Prepare reports and make recommendations on solutions.

Develop informational handouts/checklists related to plan check requirements for public distribution.

Build and maintain positive working relationships with co-workers, other City employees, and the public, using principles of good customer service; and performs related duties as assigned.

Knowledge of

Building codes and related state and local regulations; principles of structural engineering relating to residential and commercial buildings; building materials and construction methods;

Pertinent federal, state, and local laws, codes, regulations, and ordinances enforceable by the City, including electrical, plumbing and mechanical codes;

Procedures and techniques of plan review;

Principles of structural design and engineering mathematics;

Research methods and sources of information related to building code enforcement.

Principles and techniques of building plan examination work;

Principles of structural design and engineering mathematics;

Accepted safety standards and methods of building construction for commercial, industrial, and residential buildings; and

Research methods and sources of information related to building code enforcement;

Ability to

Accurately read and interpret building plans and drawings; make accurate structural calculations;

Understand, interpret and explain department and program policies, procedures, rules, codes, laws and operational procedures; analyze, evaluate and solve building and code problems/issues taking appropriate course of action; remember various building and construction rules and codes;

Learn to interpret and apply pertinent federal, state, and local laws, codes and regulations;

Apply City codes and policies regarding building and zoning;

Learn to determine if construction systems conform to City code regulations;

Locate, read and interpret building plans, maps, engineering calculations, soil reports, project specifications and industrial blue prints;

Make mathematical computations rapidly and accurately;

Understand and carry out oral and written directions;

Communicate clearly and concisely, both orally and in writing;

Establish and maintain cooperative working relationships with those contacted in the course of work;

Maintaining accurate records and preparing clear, concise written reports;

Detect deviations from plans, regulations, and standard construction practices;

Read and interpret complex building plans, specifications, and building codes;

Advise on requirements for residential, commercial, and industrial buildings; and

Enforce necessary regulations with firmness and fact.

Experience and Training Experience:

Two years of progressively responsible experience reviewing and checking building plans for code compliance.

Training:

A Bachelor’s degree from an accredited college or university with major coursework in engineering, architecture, public administration or

OR

Five (5) years of related experience

OR

Any combination of education and experience that provides the knowledge and skills required, such as an Associate’s degree and three years of related experience.

License/Certificate

Possession of a Plans Examiner Certificate issued by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO).

Environmental Conditions Office and/or field environment; travel from site to site to conduct building inspections, extensive public contact.

Physical Conditions Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time or for performing inspections at building sites; visual acuity to read and interpret building plans and specifications and to perform inspections; operating a variety of office and field equipment; ability to lift and carry up to twenty-five (25) pounds.

Selection Process All properly completed applications and supplemental questionnaires will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application material will result in disqualification from the selection process. The process may include any combination of a written exam, oral exam, application appraisal based on training and experience, and/or skills assessment to further evaluate job related experience and skills. Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.
