Excellence in Underground and Heavy Civil Construction. Frontier-Kemper-Tutor Perini joint venture was awarded the Manhattan Tunnel Project, part of the Hudson Tunnel Project (HTP). A $1.18 billion design-build contract for the HTP aims to enhance rail resiliency by adding two new tracks between New York and New Jersey and rehabilitating the storm-damaged North River Tunnel. The project includes designing and constructing twin 30-foot diameter, 700-foot-long tunnels under the Hudson River, connecting to existing tunnels beneath Hudson Yards, and an access shaft at 12th Avenue, later serving as a ventilation facility. Key Responsibilities Lead and manage all phases of heavy civil infrastructure projects, including preconstruction, procurement, execution, and closeout. Develop and oversee detailed project schedules, budgets, cost forecasts, and work plans to ensure timely and cost-effective delivery. Coordinate and manage engineering, field operations, subcontractors, and suppliers to meet project milestones and performance goals. Administer prime contracts and subcontracts, ensuring compliance with contractual, regulatory, and safety requirements. Review and approve progress payments, change orders, and project documentation. Serve as the primary interface with the client, owner’s representatives, and key project stakeholders. Identify and mitigate project risks related to scope, cost, and schedule. Conduct regular site visits, inspections, and safety audits to ensure adherence to company and industry standards. Lead project meetings, prepare progress reports, and communicate status updates to executive leadership. Foster collaboration among multidisciplinary teams and mentor Project Engineers, Assistant PMs, and Superintendents. Required Qualifications Bachelor’s degree in Civil Engineering, Construction Management, or related field (advanced degree a plus). 15+ years of progressive experience in leading large-scale heavy civil or infrastructure projects (e.g., bridges, tunnels, highways, rail, water/wastewater, or mass transit). Experience in tunneling or underground construction is highly preferred. Strong understanding of self-perform operations, means and methods, and heavy civil construction processes. Demonstrated success managing projects $500M+ in value and overseeing multiple phases concurrently. Expertise in contract administration, cost control, risk management, and project scheduling. Proficiency with Primavera P6, MS Project, Bluebeam, Procore, or equivalent construction management tools. Excellent leadership, negotiation, and communication skills, with a proven ability to drive results and build effective teams. Thorough knowledge of OSHA safety standards, environmental compliance, and quality control practices. PMP certification or Professional Engineer (PE) license preferred.
