Overview

The City University of New York’s Office of Treasury Management (OTM) oversees four key areas: Bursar, Cash Management, Payment Card Industry Compliance, and Student Financial Aid Operations. Reporting to the Associate Director of Student Financial Aid Operations for Federal Work-Study (FWS) Payroll Management, the Assistant Director provides professional support in managing centralized FWS payroll activities across the University. This role uses the PeopleSoft (CUNYfirst) North American Payroll, Human Capital Management, and Financial Aid modules to support over 23 colleges, schools, and divisions.

Responsibilities

Manage day-to-day operations of the bi-weekly payroll process for students participating in the FWS program. Coordinate FWS payroll-related activities across CUNYfirst modules in collaboration with Central Office administrative and technical teams. Communicate payroll schedules, deadlines, and status updates to college staff. Prepare and maintain various management and operational reports. Participate in monthly university-wide FWS meetings and provide ongoing guidance and training. Develop, update, and distribute training and resource materials. Research and evaluate issues raised by colleges concerning processing, errors, and enhancements; coordinate communication of issues to appropriate technical and operations staff, committees, and management; monitor issues through resolution. Manage system updates for payroll exceptions (e.g., uncashed checks, rejected refunds, stop payments) and oversee the creation of the annual payroll calendar. Coordinate audit-related activities and documentation; oversee year-end and new-year processes to ensure accurate tax reporting, W-2 statements. Supervise a team of 1-3 staff members.

Qualifications

Minimum:

Bachelor’s degree and four years’ related experience required. Preferred: Working knowledge of financial aid Title IV regulations and programs Strong organizational and follow-through skills to coordinate work plans, prioritize work, manage multiple assignments, and meet deadlines Computer proficiency with administrative, academic, and financial systems, databases, and programs; Microsoft Office; remote/virtual meeting tools (MS Teams, Zoom, WebEx); ability to learn and apply other software as needed Ability to maintain integrity, confidentiality, and a professional demeanor; ability to work collaboratively with diverse staff members at various levels

Other Information

Supports CUNY campuses with Financial Aid systems, processes, data, and related issues. Assists with financial aid systems, including implementation, data quality, training, and troubleshooting; supports the implementation of new policies and procedures; serves as a liaison among different constituents involved with financial aid issues; understands and ensures compliance with CUNY, state, city, and federal rules and regulations; conducts special projects and creates analyses and reports; performs related duties as assigned.

Position Details

Title: Higher Education Assistant; FLSA: Non-exempt; Compensation: The salary range is $74,490 - $79,598, commensurate with credentials, education, and experience. CUNY is implementing salary schedule increases; eligible employees will receive a 3.5% increase effective 9/1/26 per PSC-CUNY agreement. Benefits include health plans, retirement/pension options, tuition waivers for CUNY graduate study, and paid time off. Hybrid work schedule available.
