Overview
Financial Reporting & Budget Supervisor (Health Department) – Snohomish County, WA Join to apply for the Financial Reporting & Budget Supervisor role at Snohomish County, WA. Supervise reporting, budgeting, grants, and internal controls of the Department’s Finance Office, including internal and external financial reporting, budget analysis and reporting, grants accounting and reporting, fiscal monitoring, cash and investment management, capital asset inventory, policy and procedure development, internal controls, and compliance. Provide technical guidance and supervision to Finance Department personnel or personnel from other programs as needed. Apply professional accounting principles, practices, and methods; manage month-end close; review/prepare various financial reports including monthly budget reports and year-end work for the county’s consolidated financial report to the Washington State Auditors. Support budget development, departmental reporting needs, and coordinate the department’s participation in the county’s annual audit. Supervise assigned staff, including development of work plans, evaluations, coaching and training, managing workloads, and developing performance measures. Work with the manager to set deadlines, projects, and work to be completed; interpret policies and keep the manager informed of progress and potential issues. Lead the implementation of the county’s year-end close process to meet state audit and federal reporting deadlines. Develop, prepare, and review the Department’s internal and external annual budget and financial reports for public health partners and consumers. Prepare and review the Department’s biennial budget; provide budget analysis and support to accounting liaisons and program managers. Oversee grant accounting functions, ensuring compliance with funding terms, contract provisions, and budgets; monitor expenditures and revenues for grants. Oversee, enforce, and maintain internal controls and best practices within the Finance team and department-wide. Develop and document procedures to deliver efficient, cost-effective services; maintain a positive, collaborative work environment. Qualifications
Bachelor’s degree in business, accounting, finance, or a related field. Four (4) years of progressively responsible professional experience, including at least one (1) year of supervisory/management experience. Licenses, Certifications, and Other Information
Certified Public Finance Officer (CPFO) or Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) or Certified Management Accountant (CMA). In lieu of certification, ability to acquire certification within 18 months of hire. Experience with Cayenta and/or Envision Connect financial software, preferred; experience with financial software implementation projects, preferred. Valid Washington State Driver’s license or ability to obtain one within 30 days of hire; driving record must meet county insurance requirements (preferred). Successful completion of a background check pursuant to RCW 43.43.830. Benefits and Contact
