Overview
Assistant Director, Legislation & Political Action. The CAP (College of American Pathologists) is the world’s largest organization of board-certified pathologists and a leading provider of laboratory accreditation and proficiency testing programs. CAP serves patients, pathologists, and the public by fostering and advocating excellence in pathology and laboratory medicine worldwide.
Responsibilities
Serving as a registered lobbyist for the College in advocating its views to Congress.
Proposing and implementing strategies and tactics to achieve the College’s public policy and legislative agenda, including direct lobbying of Members of Congress and congressional staff on CAP issues, attending political fundraisers, and building and maintaining relationships with Members of Congress, congressional staff, and other health-care related organizations.
Managing issue campaigns, influencing policy outcomes, and providing sound legislative and political analysis.
Making judgments regarding strategic and tactical decisions and operating with minimal supervision.
Primary duties and responsibilities
Identify and analyze issues and legislation that would impact pathologists and laboratory medicine, the CAP laboratory accreditation program, and other CAP interests.
Propose and implement effective strategies to influence Congress to support CAP on these issues.
Develop and maintain access to, and constructive and influential working relationships with:
Key Members of Congress, including Leadership
Members and Committee staff of the House Ways and Means Committee, House Energy and Commerce Committee, Senate Finance Committee, and Health, Education, Labor, and Pensions Committee
Identify and secure opportunities for CAP to positively increase its presence on Capitol Hill, including high-value meetings for CAP leaders with key Members of Congress and testifying before congressional committees on pathology and clinical laboratory issues.
Secure congressional support to favorably influence regulatory policy outcomes for CAP.
Secure congressional support for CAP nominees to federal advisory committees.
Regularly host, co-host, or attend congressional fundraisers for targeted Members of Congress.
Advise the Director of Political Programs on congressional targets and contribution amounts for Members of Congress.
Advise the Director of Political Programs on grassroots strategies to achieve legislative goals.
Develop and maintain constructive working relationships with legislative representatives of the clinical laboratory coalition, medical specialty societies, hospital industry, and other health-care entities.
Advise College governing bodies, individual members, and staff on the status and impact of legislative issues, including composing briefing materials and providing oral and written updates and presentations on assigned issues.
Staff CAP’s Federal and State Affairs Committee, including developing legislative reports for the Committee, presenting to the Committee, and leading one or more workgroups of the Committee.
Coordinate with the lobby team to develop and lead the legislative advocacy portion of CAP’s annual pathology leadership summit.
Develop relationships with CAP members and regularly respond to their questions and anticipate their needs.
Qualifications Personal
Self-directed, highly motivated, team player, with excellent verbal and written communication skills, including strong interpersonal skills and public speaking experience.
Professional
Working knowledge of the legislative process.
Politically attuned.
Ability to analyze and interpret legislative and regulatory documents.
Ability to think strategically and devise action plans to advance a legislative agenda.
Able to manage issues, cross-departmental teams, recommend and implement strategies independently, and navigate internal processes to accomplish objectives.
Technical
In-depth knowledge of the legislative and political process and workings of the Hill.
Ability to use Microsoft Word and PowerPoint.
Education / Experience Education
Minimum of bachelor’s degree; advanced degree in law, public health, or public policy preferred.
Experience
Established relationships with Members of Congress and key congressional staff are required.
Background in health care legislative and/or regulatory issues is required.
At least 5 years of public policy advocacy experience on health care issues is required. Prior work with health care trade associations, membership organizations, or non-profits is strongly preferred. Experience working on Capitol Hill with one of the committees of jurisdiction, a member of the House or Senate Leadership, or another congressional office on health issues is preferred.
Prior lobbying and/or advocacy experience is required.
Additional Criteria
Travel – 10 percent travel (some weekend travel).
This position is based out of Washington, DC. Candidates must reside within 75 miles of Washington, DC.
Salary: $114,000 - $146,000
