JOB SUMMARY: Conducts analysis of complex business and technical programs and issues. Works closely with business units, other IT staff and external entities to ensure the acquisition of effective solutions that meet critical business requirements. Leads and/or participates in planning of programs, projects, and policies that support the IT Business Strategy. Lead efforts in Elected Official Offices and Departments to find innovation opportunities that either reduce operational cost or improve the services delivered. Responsibilities

Serves as the I.T. department liaison and collaborates with Elected Officials and Department Heads or their representatives and external entities to develop strategies and coordinate technical implementations at Fort Bend County. Research technology products/services and corresponding vendors to determine effectiveness and stability of proposed solutions: Makes recommendations to management and coordinates implementation of new equipment, methodologies and products. Facilitates and coordinates the proper utilization of technology and services, technical staffing, support assignments, training and other logistical issues in support of business objectives. Performs analysis and documentation of functional requirements of IT programs and projects. Gathers and defines business requirements, analyzes and maps processes. Conducts process improvement studies. Identifies and documents issues, risks, benefits and cost estimates. Offers recommendations and alternatives to meeting expanding or changing business requirements. Facilitates the creation of User Acceptance Testing (UAT) cases and scenarios as needed. Serves as Lead for projects where assigned. Oversees weekly meetings and agendas. Maintains project calendar. Provides recaps and tracks action items, tasks, issues and project status. Drives deadlines and On Time Project Delivery. Performs additional duties and responsibilities as required. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers. Qualifications

Bachelor’s degree in computer science, information systems or related field preferred. (High School/GED and four years of relevant professional experience in addition to 10 years required experience may be substituted for the bachelor’s degree . ) Ten years Information Technology experience with at least 4 years technical experience in business analysis and project management of enterprise solutions involving hardware, software, data and voice infrastructure. Exceptional analytical and conceptual thinking skills. Strong project management skills and/or substantial exposure to project-based work. Familiarity with system implementation best practices and methodologies. Excellent documentation skills. Excellent problem-solving skills, ability to manage complexity, and intellectual curiosity. Strong written and communications skills with attention to detail and ability to advance multiple projects with competing priorities and deadlines. Excellent planning, organizational, and time management skills. Requires successful CJIS background check prior to hire date. SALARY RANGE:

$34.05 - $42.57 hourly based on qualifications CLOSING DATE:
