The Illinois Environmental Protection Agency (EPA), Director, is seeking to hire an individual to serve as an Accountant, under general direction of the Grants Specialist, to serve as a grant accountant that will independently perform technical functions relative to organizing, planning, executing, and evaluating all Agency Federal and State Grants including scopes, budgets, and grant preparatory documents, ensuring all applicable requirements are met. They will prepare reports applicable to grants and related grant budgets and expenditures and serve as Liaison to Agency staff and external entities providing guidance and technical assistance to those parties. Performs professional accounting work involving the maintenance of Grant accounts, and thepreparation ofrelated financial reports and statements for the Director/Chief of Staff, ChiefFinancial Officer (CFO) Finance Section. Reviews and updates an automated Grant tracking database. Examines and reconciles general account books, records, and documents. Performs professional Grant accounting work in maintaining budgetary control accounts. Assists working Supervisor with fiscal monitoring and reporting of Agency revenues,obligations, and expenditures. Performs other duties as assigned or required, which are reasonably within the scope of the duties enumerated above. Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four years ofcollege, with courses in business administration and accounting or four years of technical accounting experience. Preferred Qualifications (In Order of Significance)

Prefers elementary knowledge of professional accounting and auditingtheory, principles, methods, and procedures. Prefers elementary knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures. Prefers elementary knowledge of office methods, procedures,standard office accounting machines and equipment. Prefers ability to perform detailed work involving the application ofaccounting theory to routine accounting or auditing problems. Prefers ability to evaluate accounting problems of moderate difficulty and to analyze and interpret less complex accounting records and reports. Prefers ability to perform detailed workinvolving written or numerical data and to make arithmetical calculations rapidly and accurately, either manually or bymachine. Prefers ability to establish and maintain satisfactory working relationships with other employees and the public. Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiencytests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification. Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel software. CONDITIONS OF EMPLOYMENT
