Position Description
Pioneering Evolution is seeking an experienced Auditor/Software Systems Analyst to support our Navy customer in the development and sustainment of software systems supporting the Planning, Programming, Budgeting and Execution (PPBE) process. This role requires a candidate who excels at translating programmatic and stakeholder requirements into clear, actionable technical requirements for software development teams. The ideal candidate will have a strong background in requirements analysis, technical solution management, and audit tracing, along with experience working with DoD financial systems or cost estimation/auditing frameworks. You will act as a key liaison between functional stakeholders (e.g. Product Owners, Financial Managers) and software development teams, ensuring that solutions meet mission objectives and auditability standards. In this role, you will help ensure mission readiness and operational excellence by delivering robust software-based solutions aligned with Navy acquisition and programmatic objectives. You will lead audit trail design, OQE mapping, and compliance with NDAA, 10 USC §240a, and DoD FIAR, ensuring alignment with DCAA expectations. Required Experience
10+ years of professional working experience with 3+ years of experience in a software systems or requirements analysis role in DoD or government-related environments Demonstrated experience performing software requirements gathering and analysis, including writing and managing user stories, use cases, and technical documentation Proven ability to bridge functional and technical teams, ensuring stakeholder needs are translated into clear development tasks Experience managing and validating technical solutions from development through deployment Experience with audit tracing, financial compliance, or system accountability tracking Preferred experience in cost estimating, program auditing, or financial analysis Familiarity with DoD Acquisition lifecycle and processes, including DoDI 5000.02 Proficient in MS Office Suite and requirements management tools (e.g., JIRA, DOORS, or similar) Active Secret Security Clearance Strong understanding of DoD and Navy Acquisition Policy to include the latest version of DoD 5000.02 and associated DoD, SECNAV, and NAVSEA literature Ability to develop briefings, audit reports, and comprehensive meeting minutes Ability to identify and analyze programmatic and technical issues/barriers and recommend solutions to Program leadership Excellent written and verbal communication skills, with a demonstrated ability to brief leadership and stakeholders Who We Are and What We Offer
