Federal Reserve Bank of San Francisco is a public servant institution with a mission to advance the nation’s monetary, financial, and payment systems to build a stronger economy for all Americans. Internal Audit reports to the Audit and Risk Management Committee of the San Francisco Board of Directors to promote comprehensive audit coverage, access to Bank activities, information, records, property, and employees relevant to audit work, and awareness of audit recommendations. The Reserve Bank Operations Audit Team audits large scale Cash Operations, Federal Law Enforcement, Facilities Management, and other Administrative Services. The lead auditor role focuses on district-focused internal audit assurance and consulting work, including planning, conducting, documenting, and reporting audit results to determine the adequacy and effectiveness of controls over financial reporting, operations, and compliance with applicable laws and regulations. We have a remarkable opportunity for a Lead Auditor to join the San Francisco Federal Reserve Bank Internal Audit Team. You will work with the Reserve Bank Operations Audit Team and may travel to branches for on-site audit work. Responsibilities
Supervise and review moderate to moderately high-risk audit work performed by audit team members in accordance with established internal and external policies and audit standards. With guidance, evaluate audit team members’ performance after each assignment. With limited supervision, guide the work of auditors to ensure quality expectations. This position may typically supervise 1-4 employees on an assignment basis. Define appropriate risk-based audit scope and objectives for district-focused audits, establish and commit to assignment time frames and budgets, and develop or revise audit programs. Execute the approved audit program in accordance with policies and standards, evaluating governance and risks and assessing the effectiveness of controls related to reliability and integrity of information, efficiency of operations, safeguarding of assets, and compliance with applicable rules and regulations. Identify, assess, and challenge the impact of audit exceptions, make appropriate recommendations, and present clear explanations to audit management and operating personnel. Prepare written audit reports, incorporating edits from internal reviews to business management at the conclusion of audit reviews. Assess the adequacy of corrective actions from previously reported findings or findings identified by other assurance providers; review follow-up work performed by other auditors. Maintain knowledge of activities in assigned high-risk areas, review and analyze data, and develop or maintain audit programs and perform risk assessments for those areas. Minimum qualifications
Bachelor’s degree or equivalent experience. Certified Internal Auditor (CIA) or Certified Information Systems Auditor (CISA) required within 24 months of placement in role. Five or more years of internal audit experience, preferably in a lead role (e.g., Auditor-in-Charge, Lead Auditor). Strong verbal and written communication skills for internal and stakeholder interactions; ability to resolve conflicts in challenging situations. Solid understanding of audit applications, data analytics, and general IT controls. Proficient in Microsoft Office; knowledge of risk management, compliance, and data-related frameworks. Strong understanding of risk and control concepts; ability to challenge others’ judgment when assessing these; strong root-cause analysis skills and ability to distinguish control design, operational effectiveness, and outcome. Familiarity with the IPPF and COSO frameworks is preferred. Strategic insight and ability to synthesize information to articulate risks in strategic initiatives; ability to identify patterns and connect dots. Excellent presentation, facilitation, and project management skills. Ability to travel approximately 15% of the time. U.S. citizenship or Green Card holder with intent to become a U.S. citizen. Base Salary Range: Min: $100,300; Mid: $130,400; Max: $160,300 (Location: San Francisco) Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with market data.
