Proposal Manager

The Proposal Manager is responsible for planning, coordinating, and managing the development of high-quality, compliant, and compelling proposals in response to Federal, State, and Commercial solicitations. This role collaborates closely with cross-functional teams—including Business Development, Capture, Contracts, SMEs, and teaming partners—to develop winning strategies, define proposal structures, and ensure timely delivery of all proposal components. The Proposal Manager also ensures strict adherence to established proposal processes, compliance with RFP requirements, and alignment with win themes and customer priorities throughout the proposal lifecycle. Job Responsibilities

Analyze RFPs/RFQs to develop compliance matrices, proposal outlines, and detailed proposal schedules. Lead and manage the end-to-end proposal lifecycle for Federal, State, and Commercial opportunities. Facilitate proposal kickoff meetings, daily stand-ups, progress check-ins, and color team reviews. Collaborate with the Proposal Director, Capture teams, and SMEs to develop win themes, key differentiators, and executive summaries. Coordinate and guide contributions from Subject Matter Experts, Writers, Graphic Designers, and partners. Issue data calls and manage inputs to ensure timely, high-quality, and complete content submissions. Ensure content is compliant with RFP requirements, aligned with evaluation criteria, and consistent with proposal strategy. Lead color team reviews (Pink, Red, Gold), and integrate feedback to refine and strengthen the proposal. Oversee final proposal production and delivery, ensuring a polished, cohesive, and professional submission. Monitor proposal milestones, escalate risks or delays, and ensure adherence to internal proposal development processes. Contribute to the continuous improvement of proposal tools, templates, and best practices. Job Qualifications

8+ years of experience managing proposals for Federal government solicitations, including complex and high-value bids. Strong knowledge of proposal development tools, compliance matrices, and industry best practices. Demonstrated ability to develop high-quality, compliant, and competitive proposals under tight deadlines. Advanced proficiency in Microsoft Office Suite and SharePoint, with experience in formatting, editing, and document publishing. Excellent project management skills, with the ability to handle multiple concurrent projects, shifting priorities, and cross-functional coordination. Solid understanding of U.S. Government contracting processes, including FAR regulations and solicitation types such as IDIQs, BPAs, and Task Orders. Outstanding organizational, interpersonal, and communication skills, with a collaborative and solution-oriented mindset. Education Requirements

Bachelor’s degree in business administration, communications, engineering, computer science, IT, or equivalent.A master’s degree is preferred. APMP certification or Shipley Certified (highly desirable).
