PURPOSE OF DIVISION
Operational Planning and Readiness exists to deliver a 5-star experience for all passengers travelling through Houston’s airports. This experience includes all Guest facing services from the time a passenger enters the airport facility to the time they depart on an aircraft and vice versa. The scope of ORAT’s responsibility is to ensure a successful transition of a new or upgraded airport facility from construction to an active operation. To include risk management, stakeholder engagement, training, familiarization, collaboration, and trials. The purpose of the Operational Planning and Readiness team is the successful coordination of activation and opening of the new facilities at Houston Airports. ORAT exists to guarantee that the facilities meet the readiness standards and expectations of a five-star airport where the magic of flight is celebrated. PURPOSE OF THE POSITION
The purpose of the Staff Analyst position is to develop and maintain an effective log for reporting, ensure schedules are coordinated and manage special project events. Establishes the schedules and events for training and familiarization with stakeholders to ensure new processes, technology, and operations are coordinated and transparent to operational readiness for the opening of new facilities. The Staff Analyst will provide logistical support for the ORAT team and hundreds of stakeholders as we plan and transition into the new facilities. MUST BE ABLE TO PASS A CRIMINAL BACKGROUND CHECK, OBTAIN AND MAINTAIN A FEDERALLY MANDATED SECURITY CLEARANCE WHERE REQUIRED. ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Develop and maintain an effective log system that includes ORAT Project Schedules, Checklists, Room Readiness. Create a dashboard for the business unit that provides details of projects, project completion dates and milestone schedules. Develop and coordinate working group process workshops. Participate in project meetings, working groups and contribute technical analysis and experience as it relates to operational readiness, activation, training, and function of the major projects. Coordinate training with airport management to include everything from basic facility orientation to specialized operational systems and safety training. Identify the training requirements for the opening of facilities. Review current and future project documents and coordinate with internal and external stakeholders to ensure various projects are in alignment and do not conflict with other scheduled or future work. Review projects and maintenance activities from a holistic, airport system-wide approach to ensure efficiencies in the airport system. Assist in the development of ORAT presentations and reports for leaders and stakeholders, including preparation of workshop materials and various project schedules. Coordinate and schedule familiarization, introduction, and testing (trials and simulations) of the major projects with airline stakeholders, federal agencies, and airport tenants regarding ORAT workshops, trials, simulations, familiarization, and other activities for the opening of new facilities. Provide training and familiarization to all stakeholders to include everything from basic facility orientation to specialized operational systems and safety training. Be a liaison between project managers, planning, the project, and overall general project/airport situational awareness, among other responsibilities. Attend walkthroughs of construction areas to ensure compliance with HAS standards and work with contractors to bring deficient items up to standards. Coordinate with contractors and stakeholders to resolve operational issues. WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances. EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Business Administration, Public Administration, or a closely related field. Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year for year basis. EXPERIENCE REQUIREMENTS
Three years of professional administrative, financial, or analytical experience related to the type of work being performed are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis. LICENSE REQUIREMENTS
None Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. SELECTION/SKILLS TESTS REQUIRED
