Purpose of Division The purpose of the Infrastructure Division is to manage the life cycle of the infrastructure assets at the Houston Airports (HAS) and ensure the on‑time delivery of capital renewal projects. The Division supports the five‑star service and safe, secure, and efficient operation of the three HAS airports through effective asset management, project controls, design management, project management, construction management, and commissioning.
Purpose of the Position The Senior Airport Infrastructure Project Manager is responsible for delivering projects that span across one or more business units. The role manages resources, schedules, financials, and adheres to stage‑gate quality and HAS control guidelines throughout the full program and project development life cycle. It also includes management of issues, risks and project change requests to ensure successful and on‑time delivery.
Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required, and obtain all security‑required badge access including Custom Border Patrol access within six months of hire.
Duties
Directs the development and implementation of airport capital improvement and planning projects.
Manages multiple high‑priority airport contracts and projects on a day‑to‑day basis, verifying that the project produces the required deliverables of quality, within constraints of time and cost, and to achieve the potential benefits defined in the business case.
Provides direction on the project life‑cycle ownership: successful construction management from initiation to deployment for both major and minor initiatives simultaneously.
Reports on airport construction phasing, milestones, stage gates, success criteria results, metrics, test and deployment management activities.
Facilitates and develops bid documents, evaluates bids and proposals, and participates in the negotiation of contracts.
Prioritizes, plans and works creatively and analytically in a problem‑solving environment demonstrating teamwork, innovation and excellence.
Develops and delivers progress reports, proposals, requirements documentation and presentations to various audiences, including project team, sponsors, and key stakeholders.
Determines the frequency and content of status reports from the project and program team, analyzes results and troubleshoots problem areas.
Identifies and develops trusted adviser relationships with project and program stakeholders, sponsors and university stakeholders.
Ensures projects and programs are proceeding according to scope, schedule, budget and quality standards.
Interfaces with departments and outside agencies or firms to discuss programs and projects.
Administers and negotiates claims and change orders.
Coordinates preparation of construction contracts for projects and construction administration contracts; maintains budget control over projects and contracts from design through closeout.
Maintains construction records and reports to manager on construction contracts; provides input for departmental decision‑making and planning.
Working Conditions The position requires stooping, bending and/or lifting of items up to 30 pounds with occasional periods of walking on rough surfaces. It involves occasional exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions, to soiled materials and light chemical substances such as cleaning solutions. The employee must be able to make simple gross‑motor responses within large tolerances.
Minimum Requirements Educational Requirements Requires a Bachelor’s degree in Construction Management, Project Management, Civil Engineering, Business Administration, Physical Sciences, or a closely related field.
Experience Requirements Six years of experience in managing Construction, Construction Inspection, Design, Geo‑Technical, Environmental, or closely related fields. Directly related professional architectural, construction or engineering experience may be substituted for the education requirement on a year‑for‑year basis.
License Requirements May require a valid Texas driver’s license and compliance with the City of Houston’s policy on driving.
Preferences Preference will be given to applicants with the following skillset:
5‑7 years in Project Management, Airfield and civil Aviation experience managing the delivery (execution) of capital projects.
Knowledge in the use of Project Management Control Systems.
Knowledge of Earned Value metrics and understanding of project controls software such as Microsoft Project, Oracle scheduling and estimating software.
High level of proficiency in Microsoft Office Suite, Procore, Power BI, P6, BIM preferred.
Aviation industry experience is a plus.
Managing multiple contracts of various sizes.
Current Project Management Professional (PMP) Certification preferred.
Current grants management certification or experience a plus.
Valid driver’s license.
Preference shall be given to eligible veteran applicants in accordance with Executive Order 1‑6.
