Overview
Contract Specialist – State Program Administrator Principal, Workforce: Full‑time, Location: St. Paul, MN. This position supports the Financial Management Division of the Minnesota Department of Health (MDH) by developing and managing Minnesota state contracts, ensuring compliance with state and federal regulations, and assisting staff with contractual policy and training. Responsibilities
Provide guidance and training to MDH staff in developing and executing various contract types, including professional/technical contracts, interagency agreements, and joint powers agreements. Serve as the primary MDH point of contact for all staff on any contract subject and coordinate with the Contracts Office for staff training. Assist PT Coordinator, Internal Audit staff, and Contracts Director in conducting audits and evaluations of all contract types to ensure compliance with state and federal policies. Use MDH contract information systems (e.g., Grants and Contracts Tracker) to monitor contract status, prepare ad‑hoc reports, and manage audit and reporting requirements. Administer MDH DocuSign to ensure quick and accurate document signature and processing. Maintain accurate records of correspondence, minutes, and documentation in the appropriate tracking system. Minimum Qualifications
Three (3) years of experience drafting, developing, and reviewing a variety of contracts, including: Experience analyzing and evaluating risks related to contracting. Experience with software such as Word, Excel, Outlook, Teams, SharePoint, DocuSign. Academic qualifications may substitute for experience as follows: Doctorate: 24 months Master’s: 18 months Bachelor’s: 12 months Associate’s: 6 months Additional Qualifications
Ability to manage multiple priorities simultaneously. Ability to provide high‑quality customer service. Ability to establish and maintain working relationships. Skilful oral and written communication. Skills in continuous improvement and project management related to contracting processes. Preferred Qualifications
Juris Doctor, LL.M. or equivalent legal background. Experience with Minnesota Statewide Integrated Financial Tools (SWIFT) contract modules and reporting. Knowledge of state and federal contract and procurement laws, regulations, and policies. Experience interpreting authorizing legislation, Federal Regulations, and funding source requirements (Uniform Guidance, FAR). Experience recommending solutions to complex contract issues.
