Department Summary The UCLA Police Department is a leader in providing progressive law enforcement services to a culturally diverse urban campus and surrounding community. Position Summary Promotional process limited to current University of California police personnel. This internal promotional process for Police Captain offers opportunity to contribute to public safety and policing at nation’s #1 public universities. Serving dynamic diverse campus community over 90,000 students, faculty, staff. Police Captain will oversee patrol operations, emergency response, investigations, and safety education initiatives.

Examination Process

Joint Police/Community Oral Board 100%

Joint Police/Community Oral Board will be composed of combination of executive police staff and community members. Activities will consist of structured interview questions, including operational scenarios. Interview questions may include, but are not limited to, use of the following resources:

UCLA Police Department Policy Manual

Memorandum of Understanding between the University of California and the Federated University Police Officers Association

Statutory law and case law pertaining to law enforcement

Discussion and review of a candidate’s previous work record and performance

Qualified Candidates List and Selection Candidates placed on Qualified Candidates List (QCL) in bands according to examination process scores. Names within a band alphabetically. List intended to remain active for one year from posting and may be extended up to one additional year at discretion of chief of police. As vacant positions become available, most qualified candidates may be invited to participate in final selection interview with chief of police; may consider each candidate's work product from examination process.

Salary & Compensation UCLA provides full pay range. Actual salary offers consider factors including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations. Qualifications

Experience as a lieutenant or other sworn police manager (Preferred)

Thorough experience performing all aspects of police officer, sergeant of police and lieutenant of police functions (Required)

Thorough knowledge of law, regulation and University policy regarding public safety and law enforcement functions (Required)

Thorough knowledge of modern policing issues, philosophies, practices and trends as applied within the University environment; thorough knowledge of current law enforcement management theory and administrative standards (Required)

Thorough knowledge of budgeting and financial practices applicable to law enforcement in the University environment (Preferred)

Excellent ability to communicate effectively in person and in writing; excellent ability to take decisive action based upon sound judgment; excellent ability to independently manage large complex organization with multiple priorities and limited resources (Required)

Excellent ability to effectively orchestrate ongoing deployment of multiple employees and resources; excellent ability to supervise and train staff in relevant and necessary aspects of duties (Required)

Ability to operate computers and other relevant or specialized technology (Preferred)

Excellent knowledge of use and legal application of firearms and other police weapons, equipment or tools (Preferred)

Excellent ability to credibly represent the police department in an official capacity (Required)

Ability to safely operate motor vehicles and possess a valid California Driver's License (Required)

Excellent problem solving ability (Required)

Education, Licenses, Certifications & Personal Affiliations

Bachelor’s degree and / or equivalent experience / training (Required)

Ability to successfully complete other training or prerequisites as required by regulation, law, or policy (Required)

Advanced degree preferred (Preferred)

Must possess, upon hire, and maintain valid CA noncommercial Class C License in accordance with California (CA) Department of Motor Vehicles (Required)

Hold valid drivers license, have a driving record that is in accordance with local policies/procedures, and enroll in the California Employer Pull Notice Program upon hire (Required)

Possession of a California Peace Officer Standards and Training (POST) Supervisory Certificate and successful completion of the probationary period as a sergeant upon hire (Required)

Possession of a California Peace Officer Standards and Training (POST) Management Certificate and successful completion of the probationary period as a lieutenant (Preferred)

Special Conditions for Employment

Background Check: Continued employment is contingent upon completion of satisfactory background investigation.

Live Scan Background Check: Live Scan background check must be completed prior to start of employment.

Age Requirement: Candidate(s) must be 18 years or older to be eligible to be hired.

Pre-Placement Physical: Employment is contingent upon completion of satisfactory physical examination.

TB Test: Continued employment is contingent upon completion of satisfactory TB test.

Driving Record: Position subject to California DMV Pull Notice System; continued employment contingent upon proof of satisfactory driving record.

CANRA: Position mandatory reporter under CANRA; employee must sign Statement Acknowledging Requirement to Report Child Abuse.

Clery Act: Position designated CSA under Clery Act requirements.

Exercise discretion in managing sensitive information learned in duty. Sensitive information includes but limited to employee and student records, health and patient records, financial data, strategic plans, proprietary information, and any other sensitive or non-public information learned during employment. Understand that sensitive information should be shared limited. Ensure sensitive information properly safeguarded. Follow organizational policy and laws on data protection and privacy. Secure handling of physical and digital records and proper usage of IT systems to prevent data leaks. Unauthorized disclosure of confidential work-related information is violation of these expectations. (Required)

Background investigation required. Successful medical and psychological evaluation required. Must be at least 21 years of age and US citizen or permanent resident alien status achieving citizenship within three years. (Required)

No felony convictions or other legal restrictions on the ability to carry firearms or perform other work responsibilities. (Required)

Must carry a university cell phone (Required)

Occasional attendance at offsite conferences and training (Required)

Ability to work rotating shifts in all weather conditions and for extended periods during periods of disaster or civil disorder (Required)
