Purpose of Division The purpose of the Infrastructure Division is to manage the life cycle of the infrastructure assets at the Houston Airports (HAS) and ensure the on‑time delivery of capital renewal projects. The Infrastructure Division supports the five‑star service and safe, secure, and efficient operation of the three HAS airports. This support is done through effective asset management, project controls, design management, project management, construction management, and commissioning.
Purpose of the Position The Airport Infrastructure Project Manager will manage the construction and delivery of airport system project(s) that span across one or more business unit(s). Manages resources, schedules, financials, procurement and adheres to stage gate quality and HAS control guidelines throughout the full construction program and project development life cycle.
Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required. Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date.
Key Responsibilities
Manages multiple airport construction and design contracts of various sizes
Coordinates airport construction and engineering projects with multiple departments and divisions, external stakeholders, and contractors to ensure construction management projects specifications, milestones, creates and maintains records, reviews contractor submittals and request for information CRFIs
Manages issues, onsite issues, risk assessment, and project change requests to ensure successful and on‑time construction management and project delivery, resolves construction and design issues, prepares and reviews various reports and records, review, approve, and tracks consultant or testing laboratory reports. May develop standard protocol for environmental and geotechnical investigations
Oversees airport construction inspection activities and personnel and reviews and evaluates contractors' compliance on various construction and design project plans and specifications
Manages design, renovation and construction of all airfields, terminals, and landside projects for the Houston Airport System
Collaborates with a variety of governmental agencies, stakeholders and city departments including Customs and Border Protection (CBP), Transportation Security Administration (TSA), Federal Aviation Administration (FAA), Houston City Council, airport officials from senior management, other HAS departments, and other city agencies during design and implementation
Manages capital projects, which includes terminal, airfield, and landside design projects. Carries out or oversees inspection and construction of infrastructure and facilities in accordance with the contract. Manages and oversees capital rehabilitation of airport infrastructure projects
Reviews airport construction inspection activities, personnel. Reviews and evaluates contractors' compliance on various construction and design project plans and specifications
Ensures projects are completed within established quality standards and in compliance with design specifications. Ensures compliance with FAA required design and construction standards as well as federal, state and local laws and codes. Performs constructability reviews during design construction phases
Oversees personnel responsible for the installation of specialized airport systems (e.g. jet bridges, baggage handling systems, taxiway and runway infrastructure, security infrastructure, airport utility systems, terminal facilities, air cargo infrastructure, and related items)
Ensures the application of best management practices in engineering principles, methods, techniques, and practices used in the design, construction, and alteration of landside and airside facilities for a large hub airport
Ensures compliance with federal, state, and local laws and regulations as they relate to the construction of airport facilities
Understands and ensures compliance with City procurement and contracting best practices. Reviews and evaluates preliminary construction plans, schedules, and invoices
Attends pre-bid, pre-construction, and various project meetings
Working Conditions The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within minor demanding tolerances...
Minimum Requirements Educational Requirements:
Bachelor’s degree in Architecture, Engineering, Construction Management, Landscape Architecture, Project Management, or a closely related field.
Experience Requirements:
Four years of experience in Construction, Construction Inspection, Design, Geotechnical, Environmental or a closely related field.
License Requirements:
May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
Preferences
Master's degree in Construction Management, Business Administration, or a closely related field.
Strong communication and interpersonal skills to provide effective intra/inter‑discipline coordination on projects, as well as effective communication with clients and vendors.
Effective time management to balance project work and ad‑hoc requests from vendors and internal stakeholders in addition to assigned daily duties.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1‑6.
