Position Summary

Involves recommending, developing, implementing, administering, coordinating and/or evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering several areas including recruitment, compensation, employee relations, labor relations, payroll, benefits, welfare programs, training and development, visa procurement, inter-location transfers, and employee services. OP HR provides guidance and support to managers, supervisors and employees throughout the employment lifecycle. Under supervision, the HR Generalist provides administrative support in on-boarding, off-boarding and Job Data updates, and coordinates HR activities and transactions with UCPath, the Business Resource Center, Technology Service Desk, Work Management Center, Telecommunications, and other departments according to policies and procedures. This role supports HR colleagues as a subject-matter expert in on-boarding, off-boarding and Job Data changes as related projects arise.

Key Responsibilities

  • 20% Generally, provides administrative support to UCOP Human Resources regarding confidential matters. Provides employees with tailored on-boarding information and supports HR Business Partners in on-boarding and separating employees; assists with special projects or complex issues.
  • 25% Hiring New Employees: Manages new hire document requests, monitors background checks, and acts as the primary administrative contact during coordinating pre-first-day activities. Coordinates payroll and other onboarding activities. Initiates and processes new hire paperwork under Payroll guidance. Ensures data integrity for new hire documentation and inputs transactions into the PeopleSoft HCM system.
  • 10% Separating Departing Employees: Prepares separation checklists, coordinates off-boarding with managers and departments, and ensures accuracy of separation data to avoid impact to benefits. Coordinates separation with payroll for timely payments.
  • 15% General Data changes: Enters data into PeopleSoft HCM, analyzes requests, assesses impact, maintains documentation for procedures, and resolves data issues.
  • 15% Maintains personnel files in the electronic file system (OnBase); ensures proper documentation, confidentiality, auditing, and compliance with EEO/Affirmative Action records as needed.
  • 15% Participates in committees and projects to improve OP Human Resources processes; supports team tasks and deadlines; may have independent responsibility for significant transactions.

Experience

Required Qualifications

Minimum of 2 years in an HR-related field and/or 6 years of equivalent experience.

Skills and Abilities

Required Qualifications

  • Advanced proficiency with MS Office; willingness to learn new software and apply technology to improve efficiency. Intermediate Excel skills for HR tracking and reporting. Experience creating reports and analyzing data. Experience with Talent Acquisition systems.
  • Excellent communication skills; ability to draft, edit, and proofread correspondence and documents. Active listening skills to ensure clear communication.
  • Ability to interpret policies, gather information from multiple sources, and propose solutions within established guidelines.
  • Capability to manage sensitive and confidential information with discretion.
  • Strong customer service, diplomacy, and interpersonal skills to collaborate across the organization; ability to work with varied work styles in a team.
  • Excellent analytical and organizational skills with meticulous attention to detail; ability to use independent judgment for problem resolution.
  • Ability to track, organize and prioritize workload; work proactively with minimal supervision; capable of coordinating multiple tasks.
  • Act as a back-up for UCPath Center Workforce Administration transaction initiation.

Preferred Qualifications

  • Back-up for UCPath Center on-site onboarding and off-boarding.
  • Skill in establishing and maintaining a complex record management system and orderly electronic systems.
  • Working knowledge of University of California HR policies, procedures, and terminology including office administration, classification and recruitment, employment, compensation, payroll, leaves, and benefits.
  • Working knowledge of employment laws and HR administration principles and practices.

Education

Required Qualifications

Bachelor's degree in related areas and/or equivalent experience/training.

Travel Requirements

5% Travel to attend quarterly meetings.
