CIE Data Manager & Architect (ITDM-M/COO) - Project
Project position funded through 6/30/2028. Bring your expertise in data architecture and management to help Washington agencies share information more effectively, creating a stronger, more connected system of care. In this role, you’ll bring people together, from state partners to health and social service providers, to design and improve how care coordination data is exchanged. This program is on the leading edge of national efforts for Community Information Exchange (CIE).
Location Olympia, WA (telework full‑time, occasional on‑site travel)
Division Chief Operations Officer (COO) team – CIE Program at HCA, supporting the Washington Medicaid Transformation Project 2.0 (MTP 2.0).
Responsibilities
Support CIE Program by ensuring the program’s data strategy aligns with overall business goals, technology landscape, and architecture.
Provide technical leadership and architectural guidance to ensure the overall system performance, scalability, and interoperability of the Statewide CIE, complying with state and federal regulations (HIPAA, FHIR, HL7).
Direct and oversee CIE vendor technical data teams and provide oversight for the short‑term and long‑term development, implementation, and ongoing maintenance of the Statewide CIE.
Work with system architects to ensure efficient data pipelines and integrations, optimizing workflows between Statewide CIE and external systems.
Collaborate with program leadership and the CIE community to establish data governance framework, processes, and standards to support exchange of HRSN data that consider regulatory requirements for consent, privacy, and security.
Direct and oversee the CIE vendor’s development of CIE Program measures, client and service data extracts and reports, detailed datasets, and metadata in support of CIE Program and MTP 2.0 evaluation.
Review business intelligence and analytics work products from the CIE LO vendor for accuracy and alignment with program goals.
Qualifications
One of the following options:
Option 1: Bachelor’s degree in Computer Science, Information Systems, Engineering, Technical Architecture, or a related field AND at least 10 years of professional IT experience.
Option 2: Five years as a Senior Level Technician.
Option 3: Fourteen years of professional IT experience.
Required Experience:
At least 3 years of experience leading or managing cross‑functional data teams or complex projects in the public sector, healthcare, or government technology domains.
At least 5 years progressive IT professional experience in data governance, IT data management, or application development with an emphasis on data integration.
Familiarity with data architecture and management methodologies.
Preferred Qualifications
Familiarity with healthcare IT governance, standards, and frameworks (HL7, FHIR, HIPAA compliance).
Experience with Washington State IT data policies and standards.
