The IT Program Manager will provide comprehensive program management support and oversight for the client. The IT Program Manager reports to the IT Assistant Deputy Commissioner and supports both the Department CIO and business owners. The role requires collaboration with software vendors, service providers, internal teams, and staff to manage and oversee IT initiatives of varying sizes that significantly impact productivity and service delivery.
Responsibilities
Manage and coordinate small, medium, and large-scale projects with moderate to high complexity and risk.
Provide project management support across all phases of the Software Development Life Cycle (SDLC).
Collaborate with DHS teams, business leads, vendors, business analysts, and subject matter experts.
Manage projects per Statements of Work (SOWs), vendor contracts, and project steering committee directives.
Assist clients during project initiation in identifying effective strategies to achieve objectives.
Develop and maintain project management plans for scope, risk, communication, and performance tracking.
Monitor project performance, milestones, and emerging risks, and report status to leadership.
Conduct regular status meetings and provide guidance to project teams on scope changes and actions.
Verify deliverables upon project completion and conduct lessons learned sessions for improvement.
Detailed Job Duties
Oversee and manage project costs, schedules, resources, scope, issues, and risks.
Prepare and review time and cost estimates, project plans, schedules, and budgets.
Facilitate process assessments and lead operational improvement initiatives.
Collaborate with steering committees, vendors, and QA teams to ensure adherence to standards.
Lead project kickoff meetings, define roles, and ensure team readiness.
Manage project scope and negotiate changes using data-driven analysis.
Track project progress, report updates, and manage change initiatives.
Provide leadership and direction to project teams to ensure timely deliverables.
Monitor milestones, proactively identify risks, and mitigate schedule delays.
Evaluate performance metrics and make adjustments to maintain scope, budget, and quality.
Conduct formal reviews with sponsors and leadership to ensure satisfaction with deliverables.
Provide constructive feedback and maintain strong relationships with sponsors, vendors, and stakeholders.
Requirements
Education:
Bachelor’s degree in a related field or specialized training.
Certification:
PMP certification from PMI or equivalent (must upload certificate).
7+ years of experience leading IT projects of moderate to high complexity.
3+ years of IT project management experience in relevant domains.
Hands-on experience with MS Project, MS Visio, SharePoint 2013, and MS O365.
Preferred / Highly Desired Skills
PMP certification from PMI or equivalent (must upload certification).
Experience (within the last 5 years) leading or coordinating vendor-managed projects.
Bachelor’s degree in a related field or specialized training in IT Project Management.
7+ years of hands-on experience with MS Project, MS Visio, SharePoint 2013, and MS O365.
Prior experience working in public sector IT environments.
Experience working in an outsourced or vendor-managed environment.
Strong executive-level communication skills (both written and verbal).
Excellent general communication and interpersonal skills.
Proficiency in Microsoft Office Suite applications.
Strong working knowledge of MS Project and SharePoint.
Effective presentation skills and the ability to communicate complex information clearly.
Proven project management experience, handling moderate to high complexity projects.
Experience collaborating and communicating effectively using Microsoft Teams.
