for the Recharge and Recovery Section.

Position Details

Water Resources Manager, Water Planning Division / Recharge & Recovery Section

Location: Hybrid (remote and 1110 W. Washington St., Suite #310, Phoenix, AZ 85007)

Salary: $75,000 - $95,000

Grade: 27

Job Summary The Recharge and Recovery Manager leads a team responsible for reviewing, processing, and issuing permits for the Underground Storage, Savings and Replenishment (Recharge) Program, and Recovery Well Permitting, in accordance with state and federal laws, ADWR rules, policies, and procedures.

The manager reports to the Assistant Director of the Planning and Permitting Division. The work is complex, fast-paced, deadline-driven, and often sensitive. The team collaborates to problem solve and meet objectives, supporting and challenging each other.

This position may offer remote work options, contingent on department needs and performance.

Key Responsibilities

Hiring, training, and supervising staff

Assigning and reviewing technical work

Developing policies, procedures, and training materials

Representing the department in meetings with clients

Issuing permits for underground storage and recovery wells

Managing long-term storage credits and accounts

Coordinating with internal and external stakeholders on complex issues

Interpreting and applying regulations and policies

Representing the department at inter-agency meetings and hearings

Knowledge, Skills & Abilities Must have knowledge of water laws, regulations, and policies; skills in supervision, communication, technical report writing, data analysis, and applying multidisciplinary approaches; and the ability to lead, manage priorities, communicate effectively, and develop policies.

Preferred Experience

10+ years in water resource management, or

Bachelor’s degree + 8 years, or

Master’s degree + 6 years, or

Doctorate + 4 years

2+ years supervisory/management experience

Possession of a valid driver’s license is required.
