The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The Equal Employment provisions of the Workforce Innovation and Opportunity Act (WIOA) are designed to ensure that all job seekers can access workforce development services free of discrimination. The EO - WIOA unit at DYCD is charged with ensuring compliance with federal mandates related to equal opportunity, supporting WIOA youth program contracts in serving youth with disabilities and ensuring equal opportunity access to services, and supporting internal WIOA and DYCD staff on equal opportunity and accessibility work. Responsibilities

Provide technical assistance and ongoing support to DYCD WIOA youth contractors in planning and implementing the Non-Discrimination and Equal Opportunity Provisions for WIOA (29 CFR Part 38). Hold regular meetings with assigned contractors and follow up within two business days to phone and email inquiries. Assist with and lead training sessions for WIOA contractors and DYCD staff on Equal Opportunity responsibilities. Analyze and evaluate program data using DYCD’s program management systems; prepare monitoring, evaluation, and statistical reports to document EO-WIOA activities and outcomes. Research alternative methods and best practices for implementing Non-discrimination and Equal Opportunity Provisions, service delivery, and accessibility to program participants. Conduct field visits to providers’ program sites across NYC Boroughs to provide technical assistance and ensure EO/ADA compliance. Maintain records of correspondence with meticulous attention to detail and complete assignments timely. Assist with EO complaint investigations and other duties as assigned. Minimum Qualifications

A baccalaureate degree from an accredited college or university and six months of relevant professional experience in one or more of these fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or A four-year high school diploma (or equivalent) and four years of relevant professional experience in one or more of these fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or Education and/or experience equivalent to the above. Preferred Skills

Strong writing and oral communication skills Knowledge of WIOA, federal/state/local equal opportunity laws and regulations Contract monitoring experience Ability to present and educate diverse audiences on EO provisions, accessibility, and best practices Proficiency in Microsoft Office Suite Excellent judgment/analytical skills Systems knowledge (DYCD Connect, YEPS, PASSPort & ECMS) Program Information
