Overview

Reporting to an Engineering Manager or Operations and Maintenance Supervisor in the Public Works Department, the Civil Engineer II performs professional-level and technically complex civil engineering work on Public Works projects. This position analyzes, researches, plans, and designs municipal structures and systems; reviews development plans; may lead Civil Engineer I’s or technical support staff; and reviews and stamps work performed by unlicensed engineers. The role may supervise temporary or seasonal positions within the assigned section. The Civil Engineer II is distinguished from Civil Engineer I and Project Manager by the requirement for a professional engineer license and by managing more technically complex design projects, including reviewing and stamping work of unlicensed engineers. Acts as a project manager analyzing, researching, planning and designing municipal structures and systems as assigned. Recommends changes in work methods, policies, and procedures to improve service delivery and operating efficiencies. Preforms feasibility and engineering studies leading to conceptual designs and preliminary engineering estimates. Presents project alternatives, if applicable. Leads and directs the work of Civil Engineer I and technical support positions within assigned project(s); schedules work, coaches or trains as appropriate, and ensures timely completion of project design work. Refers performance issues to the immediate supervisor for resolution and participates in joint problem solving as appropriate. Assesses environmental concerns related to assigned projects and environmental impacts of project alternatives. Routinely reviews work for accuracy and prevents errors that could disrupt City services or projects; modifies workload to assist with emergent problems when feasible. Prepares or assists with grant applications and supporting studies and data; actively involved in developing funding packages for capital projects (including grant and loan proposals). Completes and submits permit and site plan review applications for assigned projects. Establishes and maintains capital project schedules; monitors and updates schedules and recommends corrective options when necessary. Assists with land acquisition purchases and easements. Assists in selecting and managing engineering consulting firms. Prepares public notification plans; contacts property owners to collect data or inform residents of projects; may assist with distributing construction notification letters; handles complaints and answers questions regarding public facilities. Responds quickly to citizen inquiries, requests for service, and complaints. Ensures all work complies with City public works guidelines, policies, standards, and applicable laws and regulations. Prepares isometric, perspective, and working sketches (primarily in AutoCAD and manually). Prepares planimetric and topographic maps and maps from field data. Participates in development and administration of the annual budget and monitors project expenditures. May represent the City at inter-agency, Council, committee meetings, or with tribal governments, contractors, or citizen groups; may require creating presentations for various audiences. Safely operates a vehicle to offsite facilities and inspection locations as needed. May assist in inspecting construction projects for conformance to specifications and in construction administration duties, including review of submittals, RFIs, material documentation, as-built drawings, change orders, and inspections. Transportation Section

Prepares plans, specifications, and estimates for municipal transportation and intersection improvement projects; ensures design meets City, State, and Federal standards. Responds to customer requests and complaints regarding traffic concerns; conducts site evaluations and provides recommendations and alternatives. Initiates work orders for minor improvements and recommends major improvements or projects. Compiles statistics and develops reports to improve safety. Reviews intersection level of service and signal timing plans for efficiency and safety. Advertises projects and coordinates with WSDOT for federally funded projects. Reviews traffic control plans and detour routes in the right-of-way; performs visual inspections and develops pavement management strategies; analyzes funding scenarios and assists with Transportation Benefit District management; prepares and presents reports to Council. Handles complaints and questions regarding design or construction concerns. May assist with other duties such as signal timing, signing and striping reviews, speed studies, traffic impact analysis, and mitigation. Other Duties Assigned

May supervise and oversee the work of part-time, seasonal, or temporary positions. Performs other work as assigned. Required Qualifications

At the Civil Engineer II Level

(Salary range: $9,611.39-$11,424.89) A Bachelor’s degree in Civil Engineering or related field and

AND

four (4) years of civil engineering experience.

*May have a combination of experience, education, and training that would substitute for the above requirements. Special Requirements or Licenses: Registration as a Professional Engineer (PE) in the State of Washington or equivalent license in another state and the ability to obtain a Washington State PE license within six months of hire date. Must maintain a level of physical and mental fitness to perform essential functions. Must follow safety policies and procedures. Must pass a thorough background investigation and pre-employment medical testing. Must possess a valid Washington State driver’s license at time of hire or obtain within 30 days and have a driving record acceptable to the City and insurance carrier. Verification of identity and United States work authorization per the Immigration Reform and Control Act. Emergency Management (NIMS/FEMA) certifications must be obtained within one year of employment. At the Civil Engineer I Level

(Salary range: $8,925.11-$10,609.14) A Bachelor’s degree in Civil Engineering or registration as an engineer-in-training

AND

a minimum of one (1) year of engineering experience in construction design, water, stormwater, and/or wastewater.

Special Requirements or Licenses: Registration as an engineer-in-training or ability to obtain within 60 days of hire. Must maintain a level of physical and mental fitness to perform essential functions. Must follow safety policies and procedures. Must pass a thorough background investigation and pre-employment medical testing. Must possess a valid Washington State driver’s license at time of hire or obtain within 30 days and have a driving record acceptable to the City and insurance carrier. (Salary range: $8,289.04-$9,851.66) A Bachelor’s degree in Engineering, or Project Management

OR

certified as a Project Management Professional (PMP)

AND

a minimum of one (1) year of experience in project management or design of capital projects; or an Associate degree in Engineering or Project Management

OR

certified as PMP

AND

a minimum of three (3) years of experience; or a high school diploma or equivalent OR PMP with at least five (5) years of experience. Knowledge, skills, and abilities include engineering design, construction supervision, project management, and related topics as listed in the original posting. Knowledge: Engineering, design and construction principles and standards; transportation improvement projects. Public Works construction observation techniques and field construction methods. City standards, state and federal laws and codes; WSDOT/DOH/DOE specifications as applicable. Contract administration and consultant management; surveying principles; engineering mathematics and related tools. Project management techniques; research methods; report preparation and presentation. Maintenance, repair, and operation methods for streets, transportation, storm water, and water/wastewater systems. Industrial safety practices and regulations. Skills: Plan, develop, and prepare design drawings; interpret specifications and drawings; public speaking and engagement. Contract negotiation and interpersonal skills; report and file management; strong computer skills (GIS, AutoCAD, databases, spreadsheets, publishing, modeling). Ability: Work independently in outdoor settings; manage budgets and timelines; troubleshoot; analyze engineering data; propose improvements; communicate effectively; resolve complex issues; maintain professional demeanor; use GIS/AutoCAD and related software; interact with the public respectfully.
