Contract and Purchasing System Lead | Associate Governmental Program Analyst (AGPA), JC-494871

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by performing analytical assignments and special projects related to the administration and supportive services for the Program Support Division (PSD). The Associate Governmental Program Analyst (AGPA) works under the direction of the Staff Services Manager (SSM) I of the Policy, Training and Administrative Support Services Unit (PTAS), and serves as the Contract and Purchasing System (CAPS) analyst. The AGPA independently engages with the Information Technology Services Division and PSD management to recommend CAPS enhancements and updates to CAPS. The Staff Services Analyst classification is distinguished from the AGPA by the scope of responsibility, complexity of work, independence of action, decision-making, and level of supervision. This classification consists of three alternate ranges; as the SSA advances, responsibilities broaden and the scope of work increases. This position is pending approval from the Human Resources Division. Desirable Qualifications

Experience in reasoning logically and creatively solving complex issues. Skilled in utilizing a variety of analytical techniques to develop and evaluate alternatives. Proficient in analyzing data and presenting ideas and information effectively, both orally and in writing. Ability to consult with and advise administrators or other stakeholders on a wide range of subject-matter areas. Demonstrated capacity to gain and maintain the confidence and cooperation of colleagues and partners. Experience coordinating the work of others and serving as a team or conference leader. Comfortable appearing before legislative and other committees to represent departmental interests. Knowledge of State contracts and procurement processes, including the Contracts and Purchasing System (CAPS). Familiarity with principles, practices, and trends in public and business administration and management. Awareness of government functions and organizational structures. Skilled in methods and techniques of effective conference leadership. Statement of Qualifications (SOQ)

Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position. Telework eligibility is at the Department’s discretion and may change in accordance with CDPH’s Telework Program. All teleworkers must be California residents as required by Government Code 14200. Candidates who reside outside California may be interviewed; however, the selected candidate must have a primary California residency prior to appointment and maintain it as a condition of employment. Business travel may be required, and reimbursement is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office are the responsibility of the selected candidate.
