Senior Project Manager Job Description Summary

The Senior Project Manager leads, manages, and coordinates complex and technically challenging capital improvement, department operational projects from establishment of project scope through completion including warranty period if applicable. Duties may include, but are not limited to, project research; document drafting and preparation; contract review and development; plans, specification, and bid document preparation; bid coordination and review; project updates; construction administration; on-site inspection and coordination; and other related tasks assigned by the Supervisor. Ideal Candidate : A licensed Professional Civil Engineer (PE) with eight or more years of experience in civil engineering design and/or management of capital improvement projects involving underground utilities (water, wastewater, stormwater mains and appurtenances), water production and storage facilities, wells, and water/wastewater treatment facilities. At least one year of mentoring technical or professional staff and experience in a government environment are preferred. A bachelor’s degree in civil engineering or a closely related field is preferred. The candidate should have a strong background in delivering complex, multi-disciplinary projects with a focus on water and wastewater design and construction, demonstrated success in collaborating with project owners and stakeholders to develop scopes of work, cost estimates, and schedules, and the ability to identify and mitigate risks. Government procurement procedures experience and budget/expenditure management, as well as managing consultant and construction contracts, are desired. Responsibilities

Prepare requests for proposals/qualifications, manage consultant selection, prepare contracts for outside professional and construction services, review plans and cost estimates, coordinate with departments, and prepare plans and specifications for capital improvement projects. Prepare status reports and present project status, update Department Director/Deputy City Manager/City Manager/Council; prepare Council Action Reports (CAR). Advance complex projects through design, bidding, construction, and closeout; monitor schedules, budgets, and procurement processes; administer contracts. Meet with staff, consultants, and stakeholders to determine scope, requirements, and compliance with city standards. Coordinate meetings, attend pre-bid, pre-construction, and progress meetings; inspect construction sites for progress; resolve issues and propose solutions. Organize public meetings to solicit input and communicate project information to the public. Provide updates to CIP Manager and City Engineer. Requirements

Bachelor’s degree in civil engineering or closely related field; broad knowledge in a general professional or technical field. Minimum five years of related experience. Valid Driver's License. Reading, writing, math, and technical skills as described in the information provided (ability to interpret plans, prepare reports, and develop cost estimates). Budget responsibility and policy/decision-making responsibilities typical for mid-management roles. Technical skills for major programs and cross-functional implementation; strong interpersonal communication. 12 Month Objectives

Within 3 months: understand City Core Values, CIP structure, policies, and begin monthly project status reporting. Within 12 months: establish relationships with engineering staff and other departments, become familiar with design standards and permit/load systems, assist in CIP Plan development, and promote operational efficiencies within the Engineering Project Management Team.
