Civil Service Title- Civil Engineer
The New York City Department of Transportation, Division of Bridges, seeks to hire a Civil Engineer Level III to serve as the Engineer-in-Charge (EIC) of Bridges Contracts & Compliance Unit. Reporting directly to the Senior Director of Finance in the Division of Bridges, the selected candidate will exercise independent judgment and act as a point of contact for troubleshooting contract and project issues, including change orders, invoicing, and contract amendments. The EIC will gather resources, references, and subject matter experts in contract-related issues and serve as a liaison between Bridges and internal agency project oversight.
The additional duties and responsibilities of the EIC include, but are not limited to:
Developing and maintaining boilerplates, templates, and other standard contract resource materials.
Auditing internal policies and procedures related to contract administration, presenting findings, and recommending improvements.
Developing improvements to project workflows and division-wide processes.
Coordinating with the Project Delivery and Data Analytics (PDDA) team for project tracking and dashboards.
Identifying gaps in project controls, mitigating risks, and adding value.
Analyzing project trends related to contract administration and proposing solutions.
Assisting project teams with support documents for change orders, invoices, and amendments.
Supporting and serving as a point-of-contact for audits.
Performing other related assignments and special projects as required.
Preferred Skills include experience in bridge or heavy industry projects, project management certification or training, knowledge of critical path method scheduling, understanding of NYC procurement policies and directives, proficiency in Microsoft Office, familiarity with City systems like FMS and Passport, and a valid NY driver's license.

Minimum Qualifications
Four (4) years of full-time civil engineering experience.
A valid New York State Professional Engineer's License, maintained throughout employment.
A master's degree in civil engineering may substitute for one year of experience. To qualify for higher levels, candidates must have at least one year of recent experience as a major contributor or project leader on complex projects requiring specific expertise.
Preferred Skills Same as above.
