The Military Flight Controls Division (MFCD) provides primary and secondary flight control systems and JetPipe electrohydraulic servovalve (EHSV) technology for military and commercial applications. May have indirect or matrix responsibility to guide the technical work of a team to achieve project milestones. Regular internal interface to present project status; may be the primary contact with customers/suppliers for projects requiring coordination. Essential Functions
Develops project objectives by reviewing technical proposals and plans, and conferring with management and related teams. Ensures projects meet schedule commitments, cost (non-recurring and recurring) results, and technical expectations through effective project leadership. Creates project plans and milestones by studying product or system design and customer technical program requirements, completing technical studies, and preparing cost estimates. Determines project responsibilities by identifying phases and elements and assigning staffing and resources. Maintains frequent customer interface to present project status; evaluates feasibility of changing customer requirements and may propose/negotiate changes in schedules or methodology in coordination with program management. Gains customer confidence in overall support of customer programs. Controls the project plan by reviewing changes in technical requirements or specifications and recommending actions to achieve milestones. Controls costs by reviewing quotes and expenditures; may oversee outsourced contractors. Maintains efforts within defined cost and schedule constraints with status reporting and root cause/corrective actions for variances. May act as Control Account Manager for projects applying Earned Value Management. Prepares and reviews technical project work (system schematics, layouts, algorithms, transfer functions, test plans, procedures, and reports) using engineering principles and technical judgment. Advises on regulatory and intellectual property considerations. Ensures consistent engineering standards, processes, and documentation in project deliverables. Maintains engineering history files and related information for archival purposes. Maintains professional and technical knowledge by attending workshops, reviewing publications, benchmarking best practices, and participating in professional associations. Acts as point of contact on technical and project-related matters. Identifies mentoring and development needs; may serve as a mentor or functional specialist. Bachelor’s degree (BS) in engineering or a science technical discipline required; Master’s degree (MS) or MBA preferred. Demonstrated ability to perform the essential functions with typically 7–9 years of related experience. In-depth knowledge of engineering principles, product standards, industry practices, regulations, and policies; ability to apply knowledge across related fields. Effective communication and presentation skills; ability to respond to inquiries from customers, regulatory agencies, or marketing/sales teams. Strong project management and organizational skills; ability to facilitate team interactions and develop team capabilities. Ability to apply and integrate knowledge across related engineering areas. Proficiency with software, data analysis, design, and project management tools; familiarity with earned value management (EVM) principles. Ability to establish and track performance to goals and provide direction at project milestones. Proficiency with standard project management tools and practices. Conditions of Employment
