Building teams in Infrastructure | AI | Energy | Power The PSM Engineer is responsible for developing, implementing, and maintaining the refinery's Process Safety Management (PSM) programs in compliance with OSHA 29 CFR 1910.119 and other applicable regulations. This role ensures that the refinery’s operations are conducted safely, efficiently, and with minimal risk to personnel, the environment, and assets.
Key Responsibilities
Manage all elements of the refinery’s Process Safety Management (PSM) program.
Conduct audits, evaluations, and gap analyses of PSM systems and practices.
Maintain and update Process Safety Information (PSI), including P&IDs, process descriptions, and safety data.
Lead and facilitate Process Hazard Analyses (PHAs), including HAZOPs, What-If studies, and other risk assessments.
Coordinate and monitor Mechanical Integrity (MI) programs and inspections.
Develop, maintain, and deliver PSM training programs for refinery personnel and contractors.
Manage Management of Change (MOC) processes and ensure compliance.
Investigate PSM-related incidents and lead Root Cause Analyses (RCAs).
Work with operations, maintenance, and engineering teams to implement and verify corrective actions.
Support Emergency Planning and Response activities.
Serve as a point of contact for regulatory agencies and internal audits regarding process safety.
Other duties as assigned.
Qualifications
Bachelor's degree in Chemical Engineering (preferred).
3–5+ years of experience in a refinery, petrochemical plant, or other high-hazard industry.In-depth knowledge of OSHA 1910.119 PSM regulations and other applicable standards (e.g., API, NFPA, CCPS).
Experience with PHAs, MOC, MI, and incident investigation processes.
Strong organizational, communication, and training skills.
Ability to work cross-functionally and influence a safety-first culture.
