Who We Are The Division of Transit Services coordinates transit services in Montgomery County.

Transit accomplishes an essential mobility mission of the County, connecting people, communities, workplaces, educational institutions, recreational opportunities, and many other essential destinations.

The Division plans, schedules and manages the County's Ride On bus system consisting of County owned and operated buses. The Ride On system is designed to complement the service provided by the other transit providers in the County and provides almost 30 million trips per year. The Division also regulates the operation of taxicabs services in the County.

Who We Are Looking For The ideal candidate for this position will be highly organized and detail-oriented, with excellent time management skills to effectively oversee multiple priorities in a fast‑paced transit environment. Capable of working independently and exercising sound judgment, while also thriving in a collaborative, team-oriented setting. Skilled at building and maintaining positive relationships across all levels of the organization—including drivers, coordinators, central communication leaders, management, and external stakeholders. And will be an effective communicator, both verbally and in writing, able to deliver clear instructions, respond to service issues, and provide constructive feedback professionally.

What You’ll Be Doing

Daily Supervision of Bus Operations

Supervise Ride On bus operators to ensure safe, timely, and efficient service throughout Montgomery County.

Monitor route performance, on‑time service, operator conduct, and vehicle readiness.

Respond to issues such as detours, accidents, weather disruptions, and traffic delays.

Operator Oversight & Support

Assist operators in the field with guidance, emergency response, and policy enforcement.

Ensure operators follow Ride On policies, MCDOT regulations, and all applicable federal/state transportation laws (e.g., FTA, CDL requirements).

Administer and document coaching, performance evaluations, and corrective actions.

Safety and Incident Management

Monitor compliance with safety procedures, including pre‑trip inspections, ADA accessibility, and safe driving practices.

Respond to and investigate incidents or accidents, and coordinate with county police, emergency services, and maintenance as needed.

Complete detailed incident and accident reports for follow‑up and review.

Service Monitoring and Adjustments

Use AVL/CAD systems and dispatch tools to track fleet performance.

Make real‑time service adjustments to routes, schedules, or vehicle assignments to address service gaps or delays.

Coordinate bus substitutions, detour implementations, and communication with dispatch.

Customer Service and Public Interaction

Address and investigate passenger complaints, service feedback, or operator behavior concerns.

Support operators in managing passenger conflicts, fare disputes, or accessibility issues.

Administrative and Reporting Duties

Maintain logs and reports related to operator attendance, incidents, service performance, and disciplinary actions.

Submit reports to management on service reliability, operator issues, and operational trends.

Support compliance with union contracts and civil service regulations.

Training and Development

Assist with onboarding new operators, especially field training and policy orientation.

Assist in conducting refresher training on new procedures, customer service, and safety requirements.

Mentor operators for professional growth and service quality.

Collaboration with Other Departments

Work closely with maintenance, dispatch, scheduling, and customer service units.

Attend operational meetings and participate in service planning discussions.

Provide field input on route performance, stop locations, and community concerns.

Minimum Qualifications

High school diploma or recognized equivalent in the state of Maryland.

Four (4) years of progressively responsible experience in managing a fixed route/on‑demand transit operations that includes supervision and responsibility for employee management, fleet operations, and safety and training.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession of a valid Class C driver’s license at time of application.

First Day of County Employment: Possession of a Class B Commercial Driver’s License (CDL) or an Instructional Permit with Passenger and Air Brake Endorsements.

Upon Completion of Bus Operator Training: Possession of a Class B CDL with Passenger and Air Brake Endorsements.

Preferred Criteria, Interview Preferences

Class B Commercial Driver’s License (CDL) with Passenger and Air Brake Endorsements.

In‑depth knowledge of Montgomery County transit system and geography.

Proficiency with Ride On systems: Trapeze, Clever Devices, or similar AVL/CAD platforms.

Experience in a unionized workforce.

Ability to handle stress, emergencies, and high‑pressure situations.

Experience resolving conflicts, investigating, and preparing written reports.

Experience drafting correspondence in response to public inquiries and complaints.

Experience supervising, providing work direction and prioritizing workloads to a large group of employees.

Experience interpreting and explaining Federal and Maryland regulations relating to transit bus operations such as ADA and state motor vehicle regulations.

Experience applying policies and procedures to work assignments, conduct and discipline.

Experience working with computer database systems for review, analysis and reporting.
