The Operations Manager is responsible for the effective planning, coordination, and execution of operational and administrative functions across multiple campus sites. The Operations Manager ensures the program’s infrastructure and systems align with compliance requirements and strategic goals, enabling high-quality service delivery to students. This position manages program logistics, data reporting, fiscal operations, staffing coordination, and process improvement to support program growth and accountability. This is a Professional Exempt Contractual (PEC) position for which an annual contract reflecting the base salary within the fiscal year (July 1st to June 30th) will be issued after ratification by Miami Dade College’s District Board of Trustees.

This is a temporary grant funded position through December 31 year 2025 contingent upon grantor funding and grant extensions.

This grant position will be eligible for participation in the Florida Retirement System (FRS) after 6 consecutive months of continuous employment.

Responsibilities

Oversees day-to-day operations of the program across multiple campuses, including scheduling, staffing, facilities coordination, and resource allocation

Ensures compliance with all grant guidelines, college policies, and state/federal regulations related to and vocational education programs

Manages and streamlines administrative processes related to student intake, eligibility verification, program enrollment, and tracking

Collaborates with the Director in developing and monitoring budgets, procurement, contracts, and grant expenditures

Supervises support staff responsible for program logistics, eligibility criteria, and service coordination; provides training and guidance as needed

Develops and implements operational procedures that improve efficiency, service quality, and scalability across program sites

Generates timely reports and data summaries for internal use, grant reporting, and audits using institutional and state databases

Coordinates technology and facility needs for instructional and support services, ensuring smooth program delivery

Assists with hiring processes, onboarding, and coordination of professional development for team members

Liaises with MDC departments and community partners to support integrated service delivery and campus-wide initiatives

Supports continuous quality improvement and contribute to strategic planning for the program’s future growth and sustainability

Prepares billing summaries and invoice documentation for all instructional program fees

Performs other duties as assigned

Qualifications

Master’s degree in Education, Linguistics, or related field with three (3) years of administrative experience or; Bachelor’s degree in Education, Linguistics, or related field and seven (7) years of administrative experience

Knowledge and understanding of College organization, goals and objectives, and policies and procedures

Proficiency in Microsoft Office applications

Possess excellent oral and written communication skills

Bilingual in two or more languages to include English and either Spanish and/or Creole

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

Ability to effectively present information to groups of managers, clients, customers and the general public

Ability to define problems, collect data, establish facts and draw valid conclusions

Ability to work a flexible schedule to include evening and weekend assignments

Ability to work well with students, faculty and staff
