Senior Engineering Project Manager (Hybrid) – Vancouver, WA. This hybrid position is a one-year renewable contract that includes employee benefits. Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Senior Engineering Project Manager to manage the integration and execution of assigned Transmission capital projects, such as telecommunication projects along with Non-Electric Facilities and Security expense/capital projects. This emerging area focuses on workload planning and integration in conjunction with the transmission capital project process. The position may also provide support to multiple organizations. The role involves providing expertise and hands-on assistance to plan, execute, and deliver Transmission capital projects, with emphasis on workload planning and alignment with project processes. Location: Vancouver, Washington. This is a hybrid role. Key Responsibilities for Senior Engineering Project Manager

Plan, initiate, and facilitate Transmission projects from inception to conclusion in accordance with industry project management principles and standards. Facilitate complex, large, multi-year projects with monthly status updates for Senior Management. Coordinate from the Scoping Phase through documented Close Out procedures. Assist management with implementing project tasks daily (may include multiple projects) regarding time, budget, schedule, and quality. Coordinate activities for designated projects to ensure goals are accomplished within the prescribed time frame and funding parameters. Collaborate with manager and internal stakeholders to understand business needs, dependencies on other initiatives, and how best to deploy end products. Forecast and request appropriate project resources and work with performance managers to fulfill needs. Organize and facilitate the work of project teams and serve as liaison between business and technical aspects of projects, including recommending project stages and assessing business implications. Facilitate resolution of conflicting priorities to build consensus among stakeholders and project team members. Support the project management process by creating and implementing the project management plan; schedule and facilitate team meetings and coordinate sub-team activities. Facilitate kick-off meetings with sponsors, stakeholders, and partners and validate approval and buy-in of project plans and resource commitments. Support Transmission managers in planning and building new high-voltage substations and upgrading existing substations. Assist with NEPA review, land rights review, access road planning, equipment procurement, and design and construction activities. Engage with the business to understand needs, dependencies, milestones, resources, and other initiatives, and assist in deploying the solution. Organize site visits as required (at least three per project; some projects may require multiple visits; overnight travel may be necessary). Provide background information, technical input, options, and recommendations to facilitate project decision-making. Qualifications

A master’s degree is preferred; bachelor’s degree in engineering, project management, business administration, computer science, or related fields is preferred. 10 years of experience with an applicable bachelor’s degree; 12 years with a bachelor’s degree in non-applicable fields; 14 years with no degree. Experience on projects related to Utility Physical Security and Compliance; High Voltage Substation; and/or Telecommunication Systems. 5 years of demonstrated project management experience using industry-standard methods and tools for schedules, dependencies, resources, funding, and developing technical specifications and project plans. Experience estimating project costs and writing/understanding functional and technical specifications. Experience developing project schedules covering planning, design, procurement, construction, and testing. Experience with SharePoint, Visio, MS Project, or similar programs. Valid U.S. Driver’s License required. First Aid/AED/CPR Certification required within 30 days of assignment start. Energized Facility Permit required within one year of assignment start.
