The Orange County Environmental Protection Division is seeking to fill an

Environmental Program Supervisor

position in the Natural Resources Permitting Program which oversees implementation of the County's Natural Resource Codes. Work is characterized by considerable independence and responsibility to exercise initiative, and carry all assignments through to completion. Candidate will oversee technical reviews of private and commercial development projects, to include sufficiency reviews of applications, site inspections, and review and analysis of proposed impacts and mitigation, to determine if projects meet County environmental regulations.

General Functions This position manages the work program for NRP, which includes supervising 10 environmental professionals. If this position is not filled in a timely manner, the oversight and management of the NRP, and the permitting processes they oversee could be negatively impacted. Potential negative effects could include the loss of support for review of land development projects involving wetlands, boat docks, seawalls, shorelines, dredge and fill, and boat ramps.

Representative Duties / Assignments

Oversees the preparation of Consent Agenda, Public Hearing, and Work Session and Discussion Items for coordination with the Environmental Programs Administrator, Assistant Manager or Division Manager. Meets with the Mayor, County Commissioners, County Administration and other senior staff, and attends Board meetings as needed to provide information on environmental quality, impacts, permits, and other issues related to the environment.

Assists in developing the NRP components of the Division's budget and monitors expenditures to ensure the effective delivery of services and compliance with established fiscal policy guidelines.

Develops performance goals and metrics for NRP and monitors execution.

Assists with the selection of new hires and development of employees to ensure they are equipped to be successful. Provides technical guidance and oversight of day-to-day activities of permit review staff.

Trains new staff in proper procedures and techniques.

Ensures consistency with County, Department and Division objectives, as well as that contractual obligations are met.

Represents the Division while interacting with citizens, environmental consultants, public action groups, other environmental regulatory agencies (e.g., Florida Department of Environmental Protection, water management districts, U.S. Army Corps of Engineers) and County administration. Facilitates effective coordination and promotes positive working relationships with external agencies.

Develops updates to Orange County Codes dealing with natural resources management.

Reviews residential and commercial land development plans for natural resource issues.

Reviews of various types of construction plans including mass grading, fence permits, tree harvest authorizations and others as necessary.

Reviews and evaluates various types of permit applications including Wetland Determinations, wetland impacts and mitigation, shoreline vegetation removal, boat docks, boat ramps, shoreline alteration/dredge and fill, and other permit applications for compliance with County environmental regulations.

Conducts comprehensive site inspections of sites reported for non-compliance, communicates resolution strategies with landowners, and participates in preparation of non-compliance case materials for formal enforcement to the Code Enforcement Special Magistrate.

Attends public meetings (occasionally after-hours), makes presentations and provides public assistance.

Perform other related duties as assigned.

Minimum Qualifications Graduation from an accredited four-year college or university with a Bachelors Degree including major course work in Environmental or Civil Engineering, the natural sciences, or a related field and five years of progressively responsible environmental experience. A Masters degree in Natural Resource, Civil Engineering or related field may substitute for two years of experience.

Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.

Preferences

Strong general mechanical, computer, and problem-solving skills.

Knowledge of GIS/Knowledge of ArcPro GIS software.

Strong customer service and interpersonal skills.

Ability to work under difficult conditions including inclement weather and outdoor environments.

Knowledge of supervisory principles and practice.

Knowledge of public relations and customer service skills.

Experience with central Florida flora and fauna.
